ARDEN HILLS CITY COUNCIL—AUGUST 12, 2013 3
presented and public input encouraged. RSVPs are not required, and attendees may arrive at any
time during the event.
Community Development Director Hutmacher indicated that the Joint Development Authority
(JDA) visited the Denver, Colorado metro region on August 1 and 2. The group visited three
redevelopments in Denver and Aurora over a 36 hour time period, beginning with Stapleton, the
old airport. Stapleton has been under development for about 15 years, is approximately 4,700
acres in size, and is a mixed-use development. Next, the group toured the Fitzsimons/Anschutz
Medical Campus in Aurora. Formerly an Army medical facility, Fitzsimons is now home to the
University of Colorado Medical Center, and the beginnings of a synergistic medical technology
campus. Finally, the group visited Lowry Redevelopment in Denver. Lowry, a former Air Force
Base, was closed through the Base Realignment and Closure Commission (BRAC) process in the
mid-1990's, and is now a mixed-use redevelopment with a diversity of housing types, retail,
commercial, and public amenities such as parks and trails. It is approximately 1,800 acres, and is
nearing 70% completion.
Community Development Director Hutmacher stated that these developments gave JDA
commissioners and staff a great deal to consider, and some ideas regarding how to approach the
redevelopment of the TCAAP site. Written comments and insight gained from the trip are
currently being collected and compiled. A more detailed presentation of lessons learned will be
provided at a future meeting.
B. Transportation Update
Public Works Director Maurer reported that all of the blacktop work on Highway 10 has been
completed. He stated that the concrete overlay will begin this week. He explained that the bridge
piers, columns and caps going over Highway 96 should be complete in the next week followed by
bridge beam placement. It was noted that concrete paving on 1-694 began today.
4. APPROVAL OF MINUTES
A. June 10, 2013, City Council Work Session
B. June 17, 2013, City Council Work Session
C. July 8, 2013, City Council Work Session
Councilmember Holmes stated that she did not recall making the statement on page four of the
June 17, 2013, City Council Work Session minutes regarding her wanting two sides of pedestrian
walkway on the County Road F bridge. She asked that the comment be removed from the
minutes.
Councilmember Holden also requested a change on the June 17, 2013, City Council Work
Session minutes, on Page 8 regarding the Eagle Scout projects. She noted that the Scouts have to
coordinate with the City and gain approval before beginning a project.
MOTION: Councilmember Holden moved and Councilmember Werner seconded a
motion to approve the June 10, 2013, City Council Work Session, June 17,
