<br />AGENDA ITEM <br /> <br />MEMORANDUM <br /> <br /> <br /> <br />DATE: <br />October 21, 2013 <br /> <br /> <br /> <br /> <br />TO: <br /> Honorable Mayor and City Councilmembers <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br />Matthew Bachler, Community Development Intern <br /> <br />SUBJECT:B-2 District Design Standard Amendments Discussion <br /> <br /> <br /> <br />Requested Action <br /> <br />Review recommendations for amendments to the B-2 District Design Standards and provide <br />further direction to staff. <br /> <br />Background <br /> <br />In October 2008, the City Council accepted the Guiding Plan for the B-2 District. The plan <br />included design guidelines for development in the B-2 District and proposed standards for <br />building and site design, façade treatment, pedestrian circulation, and parking. The City Council <br />subsequently approved ordinance amendments that adapted the design guidelines for the Zoning <br />Code. Four development projects in the B-2 and B-3 Districts have been evaluated based on <br />these design standards since their adoption: <br /> <br /> <br />Planning Case 11-PUD <br /> <br />Planning Case 11-16: Arden Plaza PUD Amendment (Walgreens Pharmacy) <br /> <br />Planning Case 12-19: 1201 County Road E Master PUD <br /> <br />Planning Case 13-04: Lexington Station Master PUD <br /> <br />Through the process of reviewing these developments, the City has had the opportunity to <br />identify aspects of the design standards that may require adjustments or additions. Staff is <br />currently drafting changes to requirements on building materials, commercial facade <br />transparency, and bicycle parking. These revisions will help update the design standards to <br />provide developers with more expectations in the development review <br />process and to ensure that future development in the B-2 and B-3 Districts is well-designed.
