CONSENTITEM <br />MEMORANDUM <br />DATE:October 28, 2013 <br />TO:Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br />FROM:Jill Hutmacher, Community Development Director <br />SUBJECT:Agreement with SEH for Review of Proposed Telecommunications Upgrade <br />Requested Action <br />Approve agreement with SEH for technical review and inspection services for an AT&T upgrade <br />project at the Cummings Park water tower. <br />Background/Discussion <br />AT&T currently leases space at the Cummings Park water tower and has proposed to upgrade its <br />equipment. The upgrade is consistent with AT&T’s existing lease and the October 2012 <br />Memorandum of Understanding. The upgrade project will need a building permit, but no <br />additional City approvals. <br />The existing lease with AT&T was approved in 1989 and terminates on April 19, 2014.Staff is <br />currently in negotiations with AT&T regarding a lease renewalwhich will be brought to the City <br />Council for consideration at a later date. <br />SEH’s review of AT&T’s upgrade project will include the following elements. <br />Review site drawings, antenna information, and specifications; <br />Review related structured and associated construction documents and calculations; <br />Consult with the City to ensure that the planned installation meets the City’s <br />requirements; <br />Review shop drawings based on the final approved construction drawings; <br />Conduct a preconstruction meeting with the contractor, subcontractors and the City; and <br />Perform site visits including on-tower inspections; and <br />Review the contractor’s as-built drawings and prepare closeout documentation. <br />12 <br />Page of <br />
