Ryan Streff October 4, 2013 <br />City of Arden Hills Page 17 <br />Conclusions and Recommendations <br />Based on the analysis the following conclusions and recommendations are offered for your <br />consideration: <br />Intersection vehicular and pedestrian/bicyclist counts were collected by SRF during the a.m. and <br />p.m. peak periods on Thursday September 26, 2013. <br />Results of the existing capacity analysis indicate that all study intersections currently operate at <br />an acceptable overall LOS C or better during the a.m. and p.m. peak hours. No significant side- <br />street delays were observed. <br />Relatively minor queuing issues were identified for the westboun <br />o <br />County Road E/Snelling Avenue West Ramp intersection and the southbound left-turn <br />movement at the County Road E/Old Snelling intersection, where queues occasionally <br />extend beyond their current turn lane storage. <br />Bethel University is expected to occupy the Country Financial building in three phases, while <br />fully occupying the facility by year 2025. <br />Once fully occupied, the design capacity is expected to support a total of 873 people, which <br />o <br />accounts for approximately 203 staff and up to 670 students/clas <br />To account for general background growth in the area, an annual growth rate of one-half <br />percent was applied to the existing turning movement counts to develop year 2018 and year <br />2025 background traffic forecasts. <br />Since trip generation for universities can vary significantly ba <br />employees, class times, and access to amenities, specific weekday vehicular counts were reviewed <br />at the existing Bethel University access locations and used to identify the future expansion trip <br />generation. <br />Phase 2 is expected to generate a total of approximately 252 a.m. peak hour, 256 p.m. peak <br />o <br />hour, and 2,539 daily site trips while Phase 3 is expected to generate approximately 145 a.m. <br />peak hour, 194 p.m. peak hour, and 1,957 daily site trips. <br />Results of the year 2018 (Phase 2) build operations analysis indicates that all study intersections <br />are expected to operate at an acceptable overall LOS C or better, except the County Road E/ <br />Old Snelling intersection during the p.m. peak hour. The 95th percentile queues in both the <br />eastbound and southbound directions are expected to extend up to approximately 500 feet. <br />This intersection is expected to be approaching capacity by year 2018, regardless of the <br />o <br />proposed expansion. <br />To address the poor operations at the County Road E/Old Snelling intersection under year 2018 <br />(Phase 2) build conditions, construction/installation of a roundabout or traffic signal should be <br />considered. <br />However, since the poor operations would likely occur for only a short period each day (i.e. <br />o <br />one or two hours), the City/County may deem this acceptable given the relatively high costs <br />associated with these improvements. <br />
