Ryan Streff October 4, 2013 <br />City of Arden Hills Page 18 <br />Results of the year 2025 (Phase 3) build operations analysis indicate similar operations to the <br />year 2018 Phase 2 build conditions are expected. Therefore, the <br />under year 2018 is considered adequate. <br />Based on the review of the existing parking supply/demand and the ITE calculations for future <br />conditions, the current 777 parking spaces are more than adequate to meet the future demand of <br />the facility. <br />Given that the travel times would be relatively similar between the two potential shuttle service <br />routes and the desire to keep ÑlocalÒ trips away from ÑregionalÒ type of facilities, it is <br />recommended that the proposed shuttle service utilize a route along Old Snelling, County <br />Road E, and Pine Tree Drive. <br />When planning the loading/unloading zones for the shuttle service, the location/size of the <br />zones and pedestrian waiting areas should be designed to ensure there is sufficient space for <br />passengers to safely wait, while limiting any sight distance imp <br />aisles. <br />There are multiple gaps (i.e. a lack of connectivity) within the existing pedestrian/bicyclist <br />system which likely limits activity in the area, particularly along Old Snelling. If these areas were <br />to be improved, more pedestrians/bicyclists would be expected to utilize these facilities. The <br />type of improvements that could be implemented to improve connectivity include multi-use <br />trails, sidewalks, and/or shoulder expansion. <br />Alternative pedestrian/bicyclist connections were developed to provide a more direct route <br />between the two campuses and increase the potential for pedestrian/bicyclist activity.
