Bid Package <br /> As the project entered the final bid stages, it was determined that the most cost-effective <br /> way to proceed was to purchase the play structure/swing set, picnic shelter, basketball <br /> goal, picnic tables, benches, trash receptacles and bike rack from the State contract <br /> directly. All other work, such as site grading, soil correction, pond and rain garden <br /> construction, parking lot construction and amenities area preparation, was placed in the <br /> bid package. <br /> The bid package also included the relaying of 263 feet of sanitary sewer and the <br /> elimination of a manhole which was in an area previously subject to flooding and in the <br /> new design fell within the pond. The sewer line being replaced was old clay the which <br /> likely allowed ground water infiltration. The new sewer line will be plastic and the <br /> elimination of the manhole should eliminate any infiltration in this area. <br /> The other item included in the bid package is an oversized rain garden, substantially <br /> larger than needed for just the park improvement. Although this construction did not fit <br /> Rice Creek Watershed District's (RCWD) rules for cost participation, staff was able to <br /> work with RCWD to get a Memorandum of Understanding (MOU) that will allow the <br /> excess rain garden area to be used in the future as credit for a portion of the <br /> Venus/Glenview neighborhood when those streets are reconstructed. <br /> Bids were received on Wednesday, April 18, 2012, for the Valentine Park Improvements. <br /> There were a total of eight bids received; however one was deemed to be unresponsive <br /> because it did not acknowledge an Addendum (this bid would have been fourth). The <br /> bids ranged from a low of $321,757.00 to a high of $453,423.99.
