'It <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: April 30, 2012 <br /> TO: Honorable Mayor and City Councilmembers <br /> Patrick Klaers, City Administrator <br /> FROM: Terry Maurer, Public Works Director O�J,Michelle Olson,Parks & Recreation Manager ' /0' <br /> SUBJECT: Valentine Park Bids <br /> Background <br /> Work began on the Valentine Park Improvement in February 2009 with the Drainage <br /> Report prepared by WSB. In late 2010 the results of that report where reviewed and a <br /> second opinion rendered by Bolton and Menk. After the conclusion of the drainage <br /> process, in January 2011 the Council approved a staff prepared process to move forward <br /> through preliminary design, public involvement, PTRC review, Council review of the <br /> conceptual plan, final design and bidding. <br /> Throughout the process described above, the project budget has also been discussed. <br /> Originally the City's Capital Improvement Plan had a combination of $310,000 <br /> programmed for the Valentine Park Improvement, $50,000 for a new play structure and <br /> $260,000 for the other site improvements. In September 2011 after the conceptual <br /> layouts were completed and the drainage improvements analyzed, the total project cost <br /> was estimated to be $663,760 including $65,760 of overhead and $50,000 for <br /> construction contingency. In January 2012, after a topographic survey and preliminary <br /> grading plan was completed, the total project cost was lowered to a range of$529,250- <br /> 550,250, with overhead estimated at $55,500 and construction contingency lowered to <br /> $25,000. At that same January 2012 Work Session, the Council removed most of the <br /> perimeter bituminous trail, much of the interior concrete walk, the foot bridge over the <br /> pond was replaced with a culvert and earthen walkway and finally the tree play area was <br /> removed. These removals reduced the estimated total project cost by approximately <br /> $70,000 into the $459,000-480,000 range. <br /> At the September 19, 2011 Council Work Session it was the consensus of the Council to <br /> proceed to final design based on Concept Plan #1 (a copy of which is attached).
