AGENDA ITEMS

A.2014 Budget

City Administrator Klaers
provided the Council with an overview of the 2014 budget along
with the proposed tax levy increase. He reported that the police contract came in lower than
anticipated. He discussed how the TCAAP expenses would be budgeted for in 2013 (amendment)
and in 2014 along with several proposed personnel changes. He requested that the Council review
the proposed wage increase, noting it had a minor impact on the general fund budget. He
commented that the most significant personnel issue was in regard to the Community
Development Intern position. He stated that if the Community Development Intern were to
continue employment with the City, he should be considered for a Planner I position.

Councilmember Holden
asked what work the intern is completing that the City Planner cannot
complete.

City Administrator Klaers
indicated that TCAAP and economic development efforts have
received more time and attention from the entire department as compared to a few years ago, and
this work moves more general Planning and Community Development assignments to the intern.
