<br /> <br /> <br /> <br /> <br />Approved: <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />NOVEMBER 12, 2013 <br />6:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br /> <br />Pursuant to due call and notice thereof, Mayor Grant called to order the City Council work <br />session at 6:00 p.m. <br /> <br />Present: <br /> Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, and <br />Dave McClung <br /> <br />Absent: <br /> Councilmember Ed Werner (excused) <br /> <br />Also present <br /> : City Administrator Patrick Klaers; Director of Finance and Administrative <br />Services Sue Iverson; Public Works Director Terry Maurer; Community Development <br />Director Jill Hutmacher; City Planner Ryan Streff; and Parks and Recreation Manager <br />Michelle Olson <br /> <br />1. AGENDA ITEMS <br /> <br /> <br />A.2014 Budget <br /> <br />City Administrator Klaers <br /> provided the Council with an overview of the 2014 budget along <br />with the proposed tax levy increase. He reported that the police contract came in lower than <br />anticipated. He discussed how the TCAAP expenses would be budgeted for in 2013 (amendment) <br />and in 2014 along with several proposed personnel changes. He requested that the Council review <br />the proposed wage increase, noting it had a minor impact on the general fund budget. He <br />commented that the most significant personnel issue was in regard to the Community <br />Development Intern position. He stated that if the Community Development Intern were to <br />continue employment with the City, he should be considered for a Planner I position. <br /> <br />Councilmember Holden <br /> asked what work the intern is completing that the City Planner cannot <br />complete. <br /> <br />City Administrator Klaers <br />indicated that TCAAP and economic development efforts have <br />received more time and attention from the entire department as compared to a few years ago, and <br />this work moves more general Planning and Community Development assignments to the intern. <br /> <br />
