CONSENT ITEM 5F <br /> <br />MEMORANDUM <br /> <br />DATE: <br />December 9, 2013 <br /> <br /> <br /> <br />TO: <br /> Honorable Mayor and City Council Members <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br />Amy Dietl, City Clerk <br /> <br />SUBJECT: <br /> 2014 Fee Schedule <br /> <br /> <br />Background <br /> <br />The City Council annually establishes a fee schedule for administrative, building <br />construction, liquor licensing, copying of maps and ordinances, park and recreation <br />facility usage, planning and zoning, utilities, business licenses, false alarms, utility fees, <br />and other miscellaneous permits and penalties that are enforced by the City. <br /> <br />The following proposed changes were discussed at the August 19, 2013, Council work <br />session and have been incorporated in the attached ordinance. <br /> <br /> <br />Include the 3% local gambling tax (staff also included the lawful gambling fund <br />percentagesee page eight of fee schedule). <br /> <br />Change utility billing rate language (see pages nine and 10 of fee schedule). <br /> <br />Picnic shelter fees should be waived (see page three of fee schedule). <br /> <br />Clarify room rental business hours (see page four of fee schedule). <br /> <br />Another item discussed at the August work session was in reference to legal fees incurred <br />in dangerous dog situations. The City is experiencing legal costs that are exceeding the <br />current fee that is charged. After much research, staff is proposing to increase the <br />dangerous dog fee from $63 to $500 as well as adding a potentially dangerous dog fee of <br />$250 to the 2014 Fee Schedule. This fee is found on page one of the fee schedule. <br /> <br />At the time of the August 19, 2013, Council work session, the 2014 Fee Schedule did not <br />include any adjustments to the Sewer Availability Charge (SAC) rate. In September, <br />staff learned that the Metropolitan Council adopted a $50 increase in the base <br />metropolitan SAC rate effective January 1, 2014. The new rate will be $2,485; therefore, <br />staff proposes raising the SAC charge found on page six of the 2014 Fee Schedule to <br />match that rate. <br />
