The staff and legal costs <br />related to dangerous and potentially dangerous dog designations and appeals often greatly exceed <br />the current fee. Martin Norder, Kelly and Lemmons, has advised the City that it may want to <br />increase the dangerous dog fee to reflect true costs. Following are fees charged by nearby <br />municipalities: <br /> <br />Little Canada $500 <br />Shoreview $250 <br />Vadnais Heights $250 <br />White Bear Township $250/$150 for potentially dangerous <br />Roseville $50 ($100 for subsequent violations) <br />Blaine $500 <br />Minneapolis $500 <br />St. Paul $500 <br /> <br />Martin Norder has suggested that the City could reasonably increase the dangerous dog fee to <br />$500 and initiate a potentially dangerous dog fee of $250. Mr. Norder has considered options for <br />the recovery of appeal costs. He does not feel, however, that there is a method which would <br />survive a challenge, and the collection of appeal costs would likely involve small claims court, <br />thereby incurring additional legal expenses. <br /> <br />Staff recommends that the dangerous dog fee be increased to $500, and a potentially dangerous <br />dog fee of $250 be added to the fee schedule. <br /> <br />11 <br />Page of <br /> <br />
