Human Resources <br />Thehumanresourcesprogramcoordinatestherecruitment,selection,development,trainingandassessment <br />of appropriate human resource needs for the City. <br />Program Goals <br />Provide recruiting, interviewing, and other personnel services for all City departments. <br />Administer classification and compensation system for all employees in compliance with pay equity. <br />Plan and coordinate in-house training programs for City staff. <br />Administer City benefit plans. <br />Establishandcoordinateanin-houseemployeesafetyprogramtoensureOSHAcompliance, <br />employee education, and to provide for a safe work environment for the Citys employees. <br />Establish and coordinate an in-house employee wellness program. <br />Major Program Activities <br />Recruitmentandselection.CoordinatetherecruitmentprocessforopenCitypositions.Ensure <br />positionsareposted,screenapplicants,setupinterviews,dobackgroundchecks,andfollow <br />recruitmentprocessthroughthehiringprocess.WorkwithvariousCitydepartmentstofillthere <br />employment needs based on approval of the City Council. <br />Employeebenefitsandcompensationadministration.EnsurecompliancewithPayEquityreporting. <br />Periodicallyupdateandmaintaincurrentjobdescriptions.Coordinatemarketstudieswhen <br />appropriate. Administer all employee benefit programs. <br />Implementationof,andcompliancewithFederalandStateemploymentlaws.Keepcurrentwith <br />employment law and reporting. File mandatory reports by the proper deadlines. <br />Labor negotiations.Work with City Administrator and City Council to negotiate union contracts. <br />Processingofemployeegrievances.Takeandinvestigateemployeegrievancesandconcerns.Decide <br />theappropriateactionsthatneedtobetakenaccordingtolawandtheCityspersonnelpolicy.Work <br />with City departments and employees to resolve issues. <br />DevelopmentofPersonnelPolicies.Reviewcurrentpolicies,updateandestablishnewpoliciesas <br />needed or mandated by law. <br />CoordinationofCitySafetyProgram.EstablishanemployeeSafetycommitteetoensureasafework <br />environment for employees and to protect the City. <br />CoordinationofCitydrugandalcoholtestingprogram.WorkwiththeproviderandCitydepartmentsto <br />administer program. Follow thru with any violations according to City Policies and Union contract. <br />CoordinationofCityWellnessprogram.Establishawellnesscommitteetoensurekeephealthcare <br />costs to a minimum and a productive workforce. <br />7 of 7 <br />
