PERMANENT PART-TIME <br />ACCOUNTING CLERK/OFFICE SUPPORT POSITION <br />REQUEST <br />ToviewtheFinanceandAdministrativeServicesDepartmentsorganizationalchartandforabrief <br />descriptionoftheFinanceandAdministrativeServicesDepartmentsmission,vision,primaryobjective,and <br />programs and services please see the accompanying attachments. <br />Financial Considerations <br />Addingapermanentpart-timeAccountingClerk/OfficeSupportpositionintheFinanceandAdministrative <br />ServicesDepartmentwillcost$26,684in2014.TheGeneralFundimpactwouldbea$70savingsasthis <br />positionwouldreduceinterncostsintheFinanceandAdministrativeServicesdepartmentandthisposition <br />isallocatedacrossallfundsasitprovidesgeneralfinancialandclericalsupportasdotheotherpositionsin <br />theFinanceandAdministrativeServicesdepartment.ThispositioniscurrentlyincludedinthePreliminary <br />2014 budget. <br />Stakeholders <br />1.Mayor,CouncilMembers,seniormanagement,andfront-linestaffintheFinanceandAdministrative <br />Services Department. <br />2.Employee Services. <br />3.Operating departments that benefit from Finance and Administrative services. <br />4. <br />Communityasawholethatbenefitsfromeffectivefiscalstewardship,accountability,financial <br />transparency, and customer service. <br />Implementation <br />1.Hirea permanent part-time Accounting/Office Support PositionJanuary 2014 <br />Alternatives <br />ContinuetheStatusQuo:TheFinanceandAdministrativeServicesDepartmentwilldothebestitcanto <br />prioritizeworkloadandrespondtoCityCouncilandcommunityneeds.However,givenstaffingconstraints, <br />workloadandprojectsthathavealreadybeendeferredordelayed,maintainingthestatusquowilllikely <br />resultinareductioninFinanceandAdministrativeservicestothecommunityandorganizationfromcurrent <br />levelsiftheinternsareremovedcompletely,thiswouldalsomeanthattheauditfindingsfortimely <br />reconciliationswouldmostlikelyreturn,finalbudgetbookswouldlikelybecompletedlateintheyearand <br />quarterlyfinancialreportingwouldmostlikelybelate.CityCouncilgoalsfordevelopingpoliciesand <br />proceduresforrecordsmanagement,storingrecordsonlaserfiche,scanningandretentionofhistorical <br />documentsinthebasement,completingtheoperatingprocedures,formsandpoliciesforhumanresources, <br />personnelpolicyupdate,andtechnologyusemaycontinuetobedelayed.Wecouldlookatdiscontinuing <br />ourparticipationintheGFOAawardprogramswhichwouldgivesomerelief,butthebenefitstothepublic <br />seem to out-weigh the cost and time savings of choosing to not participate in the programs. <br />3 <br />
