ARDEN HILLS CITY COUNCIL WORK SESSION SEPTEMBER 30, 20134 <br /> <br />Councilmember Holden <br /> was in favor of having a split road through the site and not a spine road. <br />This would assure that the development is more accessible. <br /> <br />Councilmember Holmes <br /> expressed concern with the traffic level that could flow through the <br />County Road I intersection. She did not want to see the wildlife corridor disturbed. <br /> <br />Councilmember Holden <br />commented that she did not want to see the spine road become a <br />thoroughfare or short cut for Shoreview residents. <br /> <br />Councilmember McClung <br /> agreed this may happen but understood that traffic would readjust as <br />necessary if congestion occurred at County Road H. <br /> <br />City Administrator Klaers <br /> requested comment on the residential/commercial split for the <br />TCAAP site. <br /> <br />Councilmember Holden <br /> understood that commercial may be overbuilt in the surrounding area <br />noting the TCAAP site may have more residential than commercial property. <br /> <br />Mayor Grant <br /> agreed with this assessment. He believed the residential areas would build out <br />faster and this could be an advantage to the development. The City may have to wait for the <br />commercial areas to develop. <br /> <br />City Administrator Klaers <br /> stated that residential development would allow for a critical mass to <br />take hold of the site which would be crucial for the future success of commercial developments. <br /> <br />Mr. Dresdner <br /> requested the Council discuss the proposed mix of commercial uses for the <br />TCAAP site, between open space, commercial, light industrial, and industrial properties. <br /> <br />Mayor Grant <br />indicated he could support high-end light industrial or a business campus with <br />higher paying jobs. <br /> <br />Community Development Director Hutmacher <br /> explained this would be further broken down <br />when the Council discusses design standards and regulations with Gateway Planning. <br /> <br />The Council discussed the current industrial developments located in the City of Arden Hills. <br /> <br />Mayor Grant <br /> supported having retail near the thumb, so long as there is a focal point. He was in <br />favor of having several open space amenities which could serve as focal points, versus one large <br />park. <br /> <br />Councilmember McClung <br /> wanted to see the City maintain some level of flexibility in case the <br />AHATS property was to become available to the City at some point in the future. <br /> <br />Councilmember Holden <br /> was in favor of a regional storm water system with a water feature. <br /> <br />Councilmember McClung <br /> agreed with this suggestion. <br /> <br />
