ARDEN HILLS CITY COUNCIL WORK SESSION SEPTEMBER 30, 20133 <br /> <br />Councilmember Holmes <br /> asked if the split spine road would be maintained by the County or the <br />City. <br /> <br />Public Works Director Maurer <br /> stated that there is a provision under State Aid that would allow <br />State Aid mileage. This maintenance issue will have to be worked out between the City and <br />County. <br /> <br />Mayor Grant <br /> commented that the County has agreed to construct the spine road. He questioned <br />if this roadway was to split, if the County would construct both. <br /> <br />Public Works Director Maurer <br /> was uncertain, but anticipated that the County agreed to the <br />construction of one main corridor that would connect County Road 96 to County Road H. This <br />issue will have to be further discussed with the County as the Master Plan develops. <br /> <br />Ms. Laabs <br /> indicated that she brought up the split roadway issue to the County and this will <br />require further discussion between the City and the County. <br /> <br />Councilmember Holmes <br /> expressed concern with moving forward on the Master Plan or AUAR <br />until further information is known about the capacity of the spine road through the TCAAP site. <br /> <br />Mr. Smalkoski <br /> explained there is a capacity continuum based on the zoning of the site. He <br />indicated that at least 2.2 million square feet of non-residential along with 1,500 units of <br />residential can be accommodated by the two access points. He stated that County Road H would <br />be reconfigured/reconstructed. He stated that the only capacity issue at this time is how much <br />traffic the intersection at Highway 96 could handle. <br /> <br />Councilmember Holmes <br /> expressed concern with traffic levels for people living within the <br />TCAAP site. She did not want to see the new residents having time-consuming delays and <br />congestion when trying to exit or enter the site. <br /> <br />Further discussion ensued regarding traffic in Arden Hills. <br /> <br />Councilmember Holden <br /> requested further information on the improvements planned for County <br />Road H. <br /> <br />Mr. Smalkoski <br />indicated that these improvements have not yet been determined. <br /> <br />Mayor Grant <br /> commented that a mix of uses within the development would assure that peak <br />traffic concerns were minimized. <br /> <br />Councilmember Holmes <br />asked if a split spine road would reduce congestion within the <br />development. <br /> <br />Mr. Smalkoski <br />stated this would allow for more capacity, but again, the main hold-up will be the <br />intersection at Highway 96. <br /> <br />
