ARDEN HILLS CITY COUNCIL WORK SESSION OCTOBER 14, 20133 <br /> <br />Mr. Smalkoski <br /> indicated the limits for residential, retail and commercial were raised after high <br />level analysis was completed on what he believed were the capacity limits of the transportation <br />infrastructure. <br /> <br />Councilmember Werner <br /> commented that this document would be a good starting point between <br />the two scenarios. After completion of the AUAR, the Council could then make an informed <br />decision on how to proceed with the development. <br /> <br />Councilmember Holmes <br />questioned why Kimley-Horn selected 2,500 residential homes as the <br />maximum. <br /> <br />Ms. Kunkel <br /> stated this was an educated maximum guess of what the site could handle for <br />generated trips. <br /> <br />Councilmember McClung <br /> reiterated that the proposed scenarios were not locking the Council <br />into anything. The AUAR would provide the Council with data to make informed decisions for <br />the Master Plan. <br /> <br />Councilmember Holmes <br /> stated it would have been helpful for the Council to have been able to <br />review and analyze the assumptions made for the development scenarios. <br /> <br />Councilmember Holden <br /> indicated she too wanted to greater understand how the bookends were <br />established. <br /> <br />Ms. Kunkel <br /> discussed this matter further with the Council noting that after the AUAR analysis <br />was completed, the Council would be able to understand what the site could handle for residential, <br />retail and commercial property. <br /> <br />Mayor Grant <br /> stated that the consultants would be able to report back to the Council with details <br />on the proposed scenarios as the AUAR process continues. <br /> <br />Councilmember Holmes <br /> was in favor of delaying action until the Council could review the <br />assumptions made by the consultant. <br /> <br />Mayor Grant <br /> supported the Council taking action on the AUAR with the proposed development <br />scenarios. <br /> <br />Councilmember Werner <br /> understood the concerns expressed regarding the assumptions, <br />however, he supported having the AUAR process move forward. <br /> <br />Mayor Grant <br />suggested the Council move onto the next item on the agenda. <br /> <br /> <br />B.Round Lake Road Project <br /> <br />Public Works Director Maurer <br />explained that Kristie Elfering of Elfering and Associates was <br />present to review the preliminary Findings of the Feasibility Report on the Round Lake Road <br />project.
