ARDEN HILLS CITY COUNCIL WORK SESSION OCTOBER 14, 20134 <br /> <br />Council before being shared with the property owners at an informational meeting. He discussed <br />the available right-of-way, proposed improvements, Rice Creek Watershed requirements, <br />estimated project costs and funding options for Round Lake Road. Staff is requesting the <br />Council provide direction on the proposed improvements and funding for the project. <br /> <br />Public Works Director Maurer <br /> reported the watermain along Round Lake Road <br />indicated that this line would provide a third <br />redundancy for getting water to the TCAAP site. It was noted that the sanitary sewer services for <br />these properties would not be disrupted through the reconstruction. He reviewed how analysis of <br />the cost to eliminate Lift Station 11 showed that this part of the project was not cost effective. <br />Staff reviewed information <br /> <br />Kristie Elfering <br />, Elfering and Associations, discussed the estimated expense for this project. She <br />noted the road reconstruction would cost just under $1.5 million, and would cover the <br />replacement of the road, storm sewer system, curb and gutter. Replacement of the water lines as <br />part of this project could cost an additional $300,000. <br /> <br />Public Works Director Maurer <br /> explained how the project could be funded by using both City <br />funds and assessments. He stated that the Assessment Manual called for assessing 70% for <br />commercial and industrial roads. He also noted that there is no assessable property on the west <br />side of Round Lake Road. This calculation results in assessment rates of approximately <br />$210/Front foot for the east side. He projected these numbers were reasonable based on past City <br />discussions of Round Lake Road improvements. This assessment rate would generate $500,000. <br />The remaining $1 million would have to be covered by the City. <br /> <br />Mayor Grant <br /> questioned if PIR funds could be used for this project. <br /> <br />Public Works Director Maurer <br /> stated PIR, MSA, and/or TIF funds could be used. <br /> <br />Councilmember Holden <br /> asked why residential properties were paying 50% of road <br />reconstruction expenses, when commercial properties only had to pay 35%. <br /> <br />Public Works Director Maurer <br />clarified that 70% of the costs would be assessed, 35% to the <br />City (west side with no assessable property) and 35% to the property owners (east side). He <br />commented that the proposed percentage was up for discussion by the Council. <br /> <br />Mayor Grant <br /> <br /> <br />Councilmember McClung <br /> questioned the balance in the PIR and TIF funds available for this <br />project. <br /> <br />City Administrator Klaers <br /> reported that, based on EDA and Council action in July and August <br />with the non-increment funds, the PIR balance was increased by $1,027,000 and the balance in the <br />TIF fund was $159,000. <br /> <br />Councilmember Holden <br /> questioned how the project costs broke down between streets and sewer <br />improvements. <br />
