ARDEN HILLS CITY COUNCIL WORK SESSION OCTOBER 14, 20135 <br /> <br />Ms. Elfering <br /> stated that $1.2 million of the project costs would cover the street and trail expenses <br />while $275,000 would be spent on storm sewer improvements. There are no sanitary sewer <br />improvements in this project. <br /> <br />Public Works Director Maurer <br /> inquired if the Council supported the proposed $200 per foot <br />assessment rate for the adjacent property owners. <br /> <br />Councilmember Holden <br /> questioned why the City was proposing to charge the commercial <br />properties less than has been charged to residential properties. <br /> <br />Public Works Director Maurer <br />reviewed the numbers with the Council and discussed the <br />differences between the per unit residential rate and the per foot pricing for commercial projects. <br />For residential PMP projects, the City pays for 50% of the street and with this Round Lake Road <br />project, the City is paying only 30% of the street. <br /> <br />Councilmember Holden <br /> expressed concern that Lift Station No. 11 would not be eliminated <br />through this project. She asked if the City had future funds for that project. <br /> <br />Public Works Director Maurer <br /> stated that $250,000 would have to be set aside for future <br />improvements for Lift Station No. 11. <br /> <br />The Council supported the proposed assessment rates for the Round Lake Road project. <br /> <br />Mayor Grant <br /> recessed the meeting at 6:57 p.m. <br /> <br />Mayor Grant <br /> reconvened the meeting at 9:25 p.m. <br /> <br /> <br />C.County Road E Improvement Project Costs and Assessment Options <br /> <br />Public Works Director Maurer <br />explained that last year the City hired Bolton & Menk to prepare <br />a Feasibility Report for the Phase I Improvements to County Road E. He noted the proposed <br />project was estimated to cost $1.8 million and Ramsey County has committed to funding <br />approximately half of that cost leaving the City with $900,000. Staff has focused on a 50/50 split <br />between assessments and the City funding the remaining expense. He explained that Mr. Thomas <br />would be presenting the Council with an assessment method on both front footage assessments to <br />the properties along County Road E and an area assessment to the whole B-2 District. <br /> <br />Marcus Thomas <br />, Bolton & Menk, reviewed the proposed layout and improvements for County <br />Road E and the projected costs in detail with the Council. He explained that a bicycle lane would <br />be added, along with sidewalks on the north and south sides of County Road E. He discussed the <br />changes proposed for the signals and intersections. <br /> <br />Councilmember Holden <br /> asked if the <br />on County Road E could be improved or upgraded through the improvement project.
