<br />An existing capacity analysis was completed for the intersections at County Road E and <br />Lexington Avenue and at County Road E and the Arden Plaza East Access to establish a baseline <br />condition to which future traffic operations could be compared. The Arden Plaza East Access <br />refers to the easterly driveway at 1201 County Road E. The analysis shows that the two <br />intersections currently operate at an acceptable overall level of service or better during midday <br />and p.m. peak hours. <br /> <br />Traffic forecasts were developed for the year 2015 to provide an estimate of future traffic <br />volumes within the study area. To identify impacts associated with the proposed development, a <br />trip generation estimate was completed based on historical observation data collected at two <br />Goodwill locations in the metro area. Additionally, the forecasts include an annual traffic growth <br />rate of one-half percent to account for background growth in the area and assume full occupancy <br />of the 74 apartment units at E Street Flats. <br /> <br />The results of the year 2015 build operations analysis show that all study intersection are <br />expected to still operate at an acceptable overall level of service during midday and p.m. peak <br />hours. It should be noted that the southbound approach of the County Road E/Arden Plaza East <br />Access intersection is expected to experience queuing of four to five vehicles during the p.m. <br />peak hour. Queues of this magnitude are not expected to impact internal circulation. <br /> <br />In their review of the proposed site plan, SRF made several recommendations to mitigate <br />potential access and circulation issues. Of note, it was advised that delivery trucks only enter the <br />site from the west on County Road E. Goodwill has already agreed with the property owner that <br />their trucks would only access the site travelling east along County Road E. Other suggestions <br />made in this section of the report have been included as recommended conditions of approval. <br /> <br /> <br /> <br />4.Additional Review <br /> <br />A. Building Official and City Engineer <br />The City Building Official has reviewed the plans and has notified the applicant that a sprinkler <br />system will be required for the building and that all roof-mounted mechanical equipment must be <br />completely screened from the ground-level view of adjacent properties and public streets. The <br />City Engineer has reviewed the plans and provided the Community Development Department <br />with his comments in the memo dated December 11, 2013 (Attachment F). Several of the <br />comments included in this memo have since been addressed in the revised plan set submitted by <br />the applicant. Other items have been included in the conditions of approval recommended by <br />staff. <br /> <br />B.
