<br />Off-Street Parking Spaces Required Meets Requirements <br />Parking requirements are determined by the types of land uses proposed for a site. For retail uses, <br />the number of parking spaces required is based on the gross sales floor space. The proposed <br />building would include 10,749 square feet of retail sales floor space. Based on this, 72 parking <br />spaces would need to be provided. There are an additional 4,025 square feet of space that would <br />be used for processing donations, which is classified as warehousing. For this type of use, one <br />parking space is required for every 1,000 square feet of floor area. In this case, 4 spaces would <br />be needed for a total requirement of 76 spaces between the two uses. <br /> <br />The applicant has proposed constructing an additional 65 parking spaces on the site. To better <br />accommodate truck movement on the site, staff is recommending that parking be restricted from <br />four spaces located in proximity to the loading area. This recommendation is included as a <br />proposed condition of approval. If the Planning Commission were to approve this condition, the <br />total number of parking spaces would be reduced to 61. <br /> <br />A total of 267 parking spaces are provided on the E Street Flats portion of the property. The City <br />Code requires 242 parking spaces based on the current uses of the existing building. The <br />applicant has proposed using the additional 25 parking spaces as overflow parking for the <br />Goodwill store if needed. Joint parking facilities are permitted on the same lot for two or more <br />uses when the number of spaces provided is equal to or greater than the sum of the separate <br />requirements for each use and it can be demonstrated that there will not be substantial conflict in <br />the principal operating hours of the uses to be served. Since the site is comprised of a single <br />property, a shared parking agreement would not be required. <br /> <br /> <br /> <br />2.Chapter 12 Sign Code <br /> <br />A. Wall Signage Meets Requirements <br />1201 County Road E is located in Sign District 5. The permitted amount of wall signage in this <br />district is 80 square feet. In those cases where there are multiple tenants on a site, the permitted <br />wall sign area may be installed by each individual business establishment. The applicant has <br />proposed a total of 80 square feet of wall signage for the retail building, which would be divided <br />between two, 40 square foot signs. The signs would be located on the parapets on the south and <br />west sides of the building. No additional signage has been included in the proposal. <br /> <br /> <br /> <br />3.Traffic Study <br /> <br />A traffic study for the proposed retail store was completed by SRF Consulting Group. The study <br />evaluated existing traffic operations in the area, identified the traffic impacts of the development <br />to the adjacent roadway network, and reviewed internal site operations with respect to access and <br />circulation. Attachment E includes the full traffic study.
