The delay shown represents the worst side-street approach delay. <br />Proposed Development <br />The proposed development consists of a 17,750 square foot Goodwill retail store/donation center. <br />Access to the proposed development is planned to be provided via the Arden Plaza East Access <br />driveway along County Road E (see Figure 3: Site Plan). This access is shared with the adjacent <br />apartment building to the west. Construction of the proposed development is expected to be <br />completed in the year 2014. <br />Year 2015 Build Conditions <br />Traffic Forecasts <br />Traffic forecasts were developed to provide an estimate for the future traffic volumes within the <br />study area. As previously mentioned, construction of the proposed development is expected to be <br />completed in the year 2014. Therefore, year 2015 build conditions (one year after construction) were <br />reviewed. <br />To account for general background growth in the area, an annual growth rate of one-half percent <br />was applied to the existing peak hour volumes to develop year 2015 background traffic forecasts. <br />This growth rate is consistent with historical average daily traffic (ADT) volumes. Furthermore <br />since the adjacent apartment was recently opened, only 26 of the 74 units are currently occupied. <br />Therefore the existing driveway turning movement counts were adj <br />occupancy of the adjacent apartment. <br />To identify traffic impacts associated with the proposed development, a trip generation estimate was <br />completed for the proposed Goodwill store. These types of stores have been observed to generate <br />trips differently than typical free standing discount stores. Therefore, historical observation data <br />from two existing Goodwill locations (Maple Grove and Hopkins) was utilized. These surveys were <br />completed by SRF Consulting Group in April 2010 during the p.m. peak period (i.e. between 4:30 <br />p.m. and 6:00 p.m.). For comparison purposes, a trip generation estimate was also calculated using <br />the ITE Trip Generation Manual, 9th Edition. <br /> <br /> <br />
