Ryan Streff December 30, 2013 <br />City of Arden Hills Page 11 <br /> <br />Findings and Recommendations <br />Based on our review, the following findings and recommendations are offered for your <br />consideration. <br />Intersection turning movement counts were collected by SRF during the midday and p.m. peak <br />periods the week of December 9, 2013. <br />Results of the existing capacity analysis indicate that all study intersections currently operate at <br />an acceptable overall LOS C or better during the midday and p.m. <br />side-street delays were observed. <br />Minor queuing occurs at the County Road E/Lexington Avenue intersection during the p.m. <br />o <br />peak hour. Vehicles in the eastbound left-turn lane occasionally queue beyond the current <br />turn lane storage, but do not impact the adjacent intersection. <br />The proposed development is a 17,750 square foot Goodwill retail store/donation center. <br />Access to the proposed development is planned to be provided via the County Road E/Arden <br />Plaza East Access intersection. <br />The proposed development is expected to generate 138 peak hour trips during the midday and <br />p.m. peak hours and approximately 1,000 to 1,500 daily trips. <br />To account for general background growth in the area, an annual growth rate of one-half <br />percent was applied to the existing turning movement counts. The <br />movement counts were also adjusted to account for full occupancy of the adjacent apartment. <br />Results of the year 2015 build operations analysis indicate that all study intersections are <br />expected to operate at an acceptable overall LOS C or better during the midday and p.m. peak <br />hours with the existing traffic control and geometric layout. <br />The southbound approach of the County Road E/Arden Plaza East Access intersection is <br />expected to operate at LOS F during the p.m. peak hour. Side-street delays of this magnitude are <br />relatively common during peak periods and generally do not warrant mitigation. <br />The southbound 95th percentile queue during the p.m. peak hour is approximately 100 feet, <br />o <br />which equates to four or five vehicles. Queues of this magnitude are not expected to impact <br />internal circulation. <br />The minor queuing issue identified under existing conditions at the County Road E/ <br />o <br />Lexington Avenue intersection is expected to continue. However, Ramsey County is <br />planning to reconstruct County Road E, which will provide additional intersection capacity <br />and reduce the potential for eastbound queues to impact the site <br />The following site circulation/access issues and potential mitig <br />consideration: <br />Trucks arriving from the east along County Road E are expected to have difficulty <br />o <br />maneuvering into the site and should be restricted, if possible. <br />
