The delay shown represents the worst side-street approach delay. <br /> <br />The southbound 95th percentile queue during the p.m. peak hour is approximately 100 feet, which <br />equates to four or five vehicles. Queues of this magnitude are not expected to impact internal <br />circulation. It should be noted that the minor queuing issue identified under existing conditions at <br />the County Road E/Lexington Avenue intersection is expected to continue. However, these queues <br />are not expected to impact operations of the proposed site access. Furthermore, Ramsey County is <br />planning to reconstruct County Road E, which will provide additional intersection capacity (i.e. dual <br />eastbound left-turn lanes) and reduce the potential for eastbound queues to impact the site access. <br />No other significant delay or queuing issues are expected under the year 2015 build conditions. <br />Site Plan Review <br />A review of the proposed site plan was completed to identify any issues with respect to access, <br />circulation, and donation drop-off operations. The following issues and potential mitigation are <br />offered for consideration. <br />Trucks arriving from the east along County Road E are expected to have difficulty maneuvering <br />into the site and should be restricted, if possible. <br />This will require coordination between Goodwill and delivery drivers to ensure all trucks <br />o <br />enter from the west along County Road E. <br />To accommodate truck maneuvers on site and in particular access to the loading area, parking <br />should be restricted from the dashed spaces shown on Figure 3. <br />Parked vehicles in these spaces have the potential to conflict w <br />o <br />Goodwill should coordinate with truck drivers to ensure deliveries occur outside of the store <br />peak periods to reduce potential conflicts at the site access. <br />The donation drop-off vehicle storage is planned to be approximately 100 feet, which can <br />accommodate approximately four or five vehicles. <br />Although this storage is considered adequate based on field observations at other facilities, if <br />o <br />issues arise, reversing the one-way operations of the donation drop-off area should be <br />considered to increase vehicle storage. <br />On-site wayfinding signage should be incorporated to clearly identify the donation drop-off <br />location. <br />
