O-AD-B,LLC <br />TOGAWANSCHEL ESIGNUILD <br />GSV <br />ARAGE ETBACK ARIANCE <br />11/04/2013 <br />Project Description <br />Michael Travisano & Akiko Inouye Garage Remodel <br />3324 Lake Johanna Boulevard <br />Arden Hills, MN 55112 <br />Scope of work <br />Remodel existing non-conforming detached garage within existing footprint with a modified, <br />extended roof overhang to the North to protect stairs from ice, snow & rain and to provide <br />a covered pathway to the home for the occupants. A “screen” of wood slats, suspended <br />from the new extended roofline on the north side with tube steel supports and tied into the <br />concrete stairs, will provide further protection from inclement weather without expanding <br />the footprint of the garage. <br />Existing conditions <br />The existing structure is non-conforming to current Arden Hills city zoning code due to its <br />proximity to the right of way on Lake Johanna Boulevard. It is in need of both structural <br />repair and aesthetic update; a number of the property’s neighbors have remodeled their <br />garages previously. <br />The property is set on a steep incline, denoted in the attached Site Survey. The lot is <br />directly adjacent the west side of Lake Johanna. The current concrete stair (the only access <br />from garage to home) is on the exterior of the garage and due to its exposure to the <br />elements becomes dangerous in conditions of snow and rain. <br />Proposed plan <br />The proposed plan to rebuild upper level of the existing garage exactly where it currently <br />sits with a modified roof overhang and decorative screen was determined the best option <br />to update the garage, improve the structure where conditions required, and minimize <br />overall site impact on a unique lakefront lot. <br />Additional Concepts which included re-building the concrete stairs completely within the <br />garage envelope were determined less optimal due to their impact on the site. Notably, <br />given the minimal size of the existing two-car garage, any option involving fully enclosing <br />the stair would involve expansion of the building footprint. Minimizing site impact and <br />maintaining “front yard” space between the house and garage is paramount for the <br />landowners as part of this project. <br />Analysis of Hardship Criteria <br />1.The property in question cannot be put to a reasonable use if used under conditions <br />allowed by the official controls <br />1a) Given the existing garage is non-conforming to current City Ordinance, <br />any project accomplishing the structural and aesthetic updating required by <br />the existing building that also mitigates the safety hazards presented by the <br />exterior concrete stair would not be allowed by official controls <br />2.The plight of the landowner is due to circumstances unique to the property not <br />created by the landowner <br />
