attendance at the Planning Commission Meeting on December 4, 2013. <br />The Planning Commission reviewed Planning Case 13-021 at their December 4, 2013, regular <br />meeting. Minutes from the meeting are included in Attachment F. The Planning Commission <br />offers the following eight (8) findings of fact regarding the case: <br />1. A Master PUD was approved for 4100 Hamline Avenue North in Planning Case #02-025. <br />2. The proposed 1,310 square foot addition to Building 14 was not included in the approved <br />Master PUD and an amendment to the PUD is therefore required. <br />3. The Master PUD requires that a Site Plan Review be applied for prior to the construction <br />of any building or addition. <br />4. The property is located in the I-1: Limited Industrial District. <br />5. The proposal is in substantial conformance with the zoning and design standard <br />requirements for the I-1: Limited Industrial District. <br />6. <br />7. The proposal is not expected to exceed noise limits set by the Minnesota Pollution <br />Control Agency. <br />8. The proposal will not adversely impact the surrounding neighborhood or the City as a <br />whole. <br />The Planning Commission reviewed Planning Case 13-021 and unanimously recommends <br />approval (5-0) for a Planned Unit Development Amendment and Site Plan Review at 4100 <br />Hamline Avenue North, based on the findings of fact and submitted plans as presented in the <br />January 13, 2014, Report to the City Council, as amended by the following five (5) conditions: <br />1. The project shall be completed in accordance with the plans submitted as amended by the <br />conditions of approval. Any significant changes to these plans, as determined by the City <br />Planner, shall require review and approval by the Planning Commission and City <br />Council. <br />2. A PUD Amendment drafted by the City Attorney shall be executed prior to the issuance <br />of a building permit. <br />3. The applicant shall acquire a Grading and Erosion Control Permit prior to commencing <br />land disturbing activities on the site. <br />4. The Master PUD Amendment and Site Plan Review shall automatically expire and <br />become void one (1) year after the date on which the Council granted such approval if <br />work on the project has not begun. <br />5.
