2.Landscape Lot Area
Meets requirement

Boston Scientific Campus: 92.8 Acres (4,042,646 square feet)

I-1 Criteria Existing Proposed:
(Square Feet) (%) (Square Feet) (%) (Square Feet) (%)
1,418,030 35% Min 2,157,177 53.36 2,155,600 53.32

The proposal is in conformance with the landscape lot area requirements and the impervious
surface limits for the I-1 Zone.

3.Landscaping Requirements
Meets requirement

Since the proposal includes additional building space, the ements apply
for this case (Zoning Code, 1325.05 Subd. 1 Landscaping). The minimum landscape
requirements are determined based on the gross square footage of new building space. In this
case, the applicant would be required to provide 4.1 caliper inches of trees (1,310 square feet /
320 = 4.1). Boston Scientific has proposed planting two Black Hills Spruce trees totaling 6.6
caliper inches of trees in the vicinity of the addition adjacent to the northwest property line.

4.Aesthetics
Meets requirement

The exterior finish of the addition would be comprised of EIFS with color and reveal pattern to
match the existing construction. Other exterior materials will include prefinished metal building
vents and wall capping. The applicant has provided a color rendering of the proposed building
elevations (Attachment C).

The I-1 Zone does not have specific guidelines for building materials. Under Section 1325.05
Subd. 6 of the Zoning Code, the Planning Commission is instructed to consider if the appearance
of a proposed structure would cause substantial depreciation in the property values in the
surrounding area or to unreasonably detract from the appearance of the area.

5.Parking
Meets requirement with Proof of Parking Plan

Based on the proposed use of the addition (Other Business and Industry), one parking space for
each 1,000 square feet of floor area is required. In this case, two additional parking spaces would
need to be provided. No new parking spaces are being proposed with the application. The Boston
Scientific campus currently has a parking deficit of 610 spaces based on Zoning Code
requirements. With the proposed addition, this number would increase to 612 spaces.

City of Arden Hills
Planning Commission Meeting for December 4, 2013
P:\Planning\Planning Cases\2013\PC 13-021 - PUD Amendment - Boston Scientific\Memos_Reports_13-021
