The <br />loading area is located behind the northwest side of the building and would mostly be concealed <br />from public view by an eight-foot tall metal screen and gate. Additional screening would be <br />provided by proposed tree plantings in the parking lot. <br /> <br />The applicant expects only the very top portion of the trailer to be visible above the screening. <br />The loading ramp would be sloped and the distance between the lowest point of the ramp and the <br />loading dock would be approximately four feet. Coupled with the screening, the distance from <br />the bottom of the loading ramp to the top of the fence would be approximately 12 feet. Since the <br />height of a trailer typically ranges from 13 to 14 feet, the upper one to four feet of the trailer <br />would likely extend above the screening. On average, the parked trailers would be setback a <br />minimum of 10 feet from the gate. The applicant has provided a site plan and perspective <br />drawings depicting a parked truck trailer behind the gate and screening (Attachment C). <br /> <br />Parking <br />The proposed building would include 10,749 square feet of retail sales floor space. Based on this <br />area, 72 parking spaces would need to be provided. An additional 4,025 square feet of space <br />would be used for processing donations, which is classified as warehousing. One parking space <br />is required for every 1,000 square feet of floor area for this land use. In this case, a total of 76 <br />spaces would be required between the two uses. The applicant has proposed constructing an <br />additional 65 parking spaces on the site. To better accommodate truck movement, the Planning <br />Commission supported the staff recommendation that parking be restricted from four spaces <br />located in proximity to the loading area, which would reduce the total number of parking spaces <br />to 61. <br /> <br />A total of 267 parking spaces are provided on the E Street Flats portion of the property. The City <br />Code requires 242 parking spaces based on the current uses of the building. The applicant has <br />proposed using these additional 25 parking spaces as overflow parking for the retail store if <br />needed.
