<br />each use and it can be demonstrated that there will not be substantial conflict in the principal <br />operating hours of the uses to be served. <br /> <br />Signage <br />1201 County Road E is located in Sign District 5. The permitted amount of wall signage in this <br />district is 80 square feet. In those cases where there are multiple tenants on a site, the permitted <br />wall sign area may be installed by each individual business establishment. The applicant has <br />proposed a total of 80 square feet of wall signage for the retail building, which would be divided <br />between two, 40 square foot signs. The signs would be located on the parapets on the south and <br />west façades of the building. <br /> <br />Gateway Sign Easement <br />-019, the property owner was required to grant <br />the City a 360 square foot easement on the corner of County Road E and Lexington Avenue for <br />the placement of a gateway sign in the future. The proposed building does not encroach on this <br />easement. The Planning Commission has recommended as a condition of approval that the <br />property owner coordinate with the City to ensure that any plantings in the easement do not <br /> <br />intended use of the easement. <br /> <br />Traffic Study <br />A traffic study for the proposed retail store was completed by SRF Consulting Group. The study <br />evaluated existing traffic operations in the area, identified the traffic impacts of the development <br />to the adjacent roadway network, and reviewed internal site operations with respect to access and <br />circulation. The following is a summary of the main findings of the study, which is included in <br />Attachment D. <br /> <br />In order to establish a baseline condition to which future traffic operations could be compared, an <br />existing capacity analysis was completed for the intersections at County Road E and Lexington <br />Avenue and at County Road E and the Arden Plaza East Access. The Arden Plaza East Access <br />refers to the easterly driveway at 1201 County Road E. The analysis shows that the County Road <br />E and Lexington Avenue intersection currently operates at a Level of Service (LOS) B during the <br />midday peak, and a LOS C during the p.m. peak. For traffic exiting 1201 County Road, the worst <br />approach delay is 11 seconds and occurs during the p.m. peak period. <br /> <br />Traffic forecasts were developed for the year 2015 to provide an estimate of future traffic <br />volumes within the study area. To identify impacts associated with the proposed development, a <br />trip generation estimate was completed based on historical observation data collected at two <br />Goodwill locations in the metro area. Additionally, the forecasts include an annual traffic growth <br />rate of one-half percent to account for background growth in the area and assume full occupancy <br />of the 74 apartment units at E Street Flats. <br /> <br />The proposed development is expected to generate 138 peak hour trips during the midday and <br />p.m. peak hours and approximately 1,000 to 1,500 daily trips.
