<br />to operate at a LOS B during midday peak and LOS C during p.m. peak. Traffic exiting 1201 <br />County Road E would experience a worst approach delay of 53 seconds during the p.m. peak, <br />which could result in queuing of four to five vehicles. Queues of this magnitude are not expected <br />to impact internal circulation and do not warrant mitigation. <br /> <br />In their review of the site plan, SRF made several recommendations to mitigate potential access <br />and circulation issues. Of note, it was advised that delivery trucks only enter the site from the <br />west on County Road E. Goodwill has already agreed that their trucks would only access the site <br />travelling east along County Road E. The Planning Commission has included other suggestions <br />made by SRF as recommended conditions of approval. <br /> <br /> <br />Planning Commission Review <br /> <br /> <br />The Planning Commission reviewed Planning Case 13-017 at their regular meeting on January 8, <br />2014. A public hearing for this case was held at the meeting. At that time, no comments were <br />submitted by residents or business owners in regards to the proposal. Staff has received several <br />email inquiries about the project and these correspondences are included in Attachment E. The <br />Planning Commission offers the following twelve (12) findings of fact for consideration: <br /> <br /> <br />1.The property is located in the B-2 General Business District. <br /> <br />2.The City has adopted the Guiding Plan for the B-2 District that outlines future <br />development principals for the area. <br /> <br />3.The City has adopted additional Design Standards for the B-2 District within the Zoning <br />Code. <br /> <br />4.The Master PUD at 1201 County Road E was approved by the City on December 21, <br />2012 in Planning Case 12-019. <br /> <br />5.The Master PUD Development Agreement requires that any significant changes to the <br />approved plans be reviewed by the Planning Commission and approved by the City <br />Council. <br /> <br />6.The applicant is requesting approval of an Amendment to the approved PUD to construct <br />a 17,743 square foot retail building on the southeast corner of the property at 1201 <br />County Road E. <br /> <br />7.ulations through a negotiated <br />process with a developer. <br /> <br />8.The proposed PUD Amendment is in substantial conformance with the requirements of <br />the Zoning Code and the B-2 District Design Standards. <br /> <br />9.Where the plan is not in conformance with the Zoning Code, flexibility has been <br />requested by the applicant and/or conditions have been placed on an approval that would <br />mitigate the nonconformities. <br /> <br />10.The property is located in Sign District 5. <br /> <br />11.The proposed PUD Amendment is in conformance with the requirements of Sign District <br />5 of the Sign Code. <br /> <br />City of Arden Hills <br />City Council Meeting for January 27, 2014 <br />P:\Planning\Planning Cases\2013\PC 13-017 - PUD Amendment_1201 County Road E - Goodwill\Memos_13-017 <br /> <br />Page 6 of 9 <br />
