ARDEN HILLS CITY COUNCIL NOVEMBER 25, 201312 <br /> <br />City Planner Streff <br /> commented that the City received the completed application for this request <br />on September 9, 2013. Pursuant to Minnesota State Statute, the City was required to act on this <br />request by November 5, 2013, (60 days), unless the City provided the petitioner with written <br />reasons for an additional 60-day review period. <br /> <br />City Planner Streff <br /> reported that <br />request for an additional 60-day review period. Pursuant to Minnesota State Statute, the City must <br />now act on this request by January 4, 2014, (120 days). The City may, at the request of the <br />applicant, extend the review period beyond the initial 120 days. <br /> <br />AMENDMENT: Councilmember McClung moved and Councilmember Holden <br />seconded a motion to amend Condition 5 which shall read, no <br />traditional undergraduate programs shall be implemented on the site <br />until 2016-2017 school year. <br /> <br />Councilmember McClung <br /> explained that the proposed amendment would ensure that the trail <br />connection would be safely completed prior to bringing traditional students to the Pine Tree <br />campus. <br /> <br />Councilmember Holden <br /> supported the proposed amendment. <br /> <br />Councilmember Holmes <br /> did not want to see this amendment proceed. She does not feel it is the <br />to decide when undergraduates could begin to migrate to this facility and <br />recommended the proposed phasing by Bethel address this matter. <br /> <br />Patrick Mazorol <br />, Senior Vice President for University Relations at Bethel University, requested <br />2015 be the year in which Bethel be allowed to have undergraduate programs at the Pine Tree <br />campus. He understood the safety concerns, but explained the trail will only be used four or five <br />months out of the year. He anticipated that during the winter months the majority of students will <br />be taking the shuttle. <br /> <br />Mayor Grant <br /> asked if the Pine Tree property will be used for summer school. <br /> <br />Mr. Mazorol <br /> anticipated that the main campus will be utilized for summer school. <br /> <br />Councilmember Holden <br /> commented that the trail will be used in the winter months as students <br />were seen walking to broom ball fields in the winter months. <br /> <br />Mayor Grant <br />stated that the trail will <br />completed. <br /> <br />The amendment failed (2-3) (Holmes, Werner and Mayor Grant <br />opposed). <br /> <br />Councilmember Holden <br /> referred to Attachment H in the staff report and indicated that the <br />applicant is proposing to have 16,000 square feet of classroom space <br />Scenario.
