At this time Boston Scientific has postponedthe addition toBuilding 10and the construction of <br />Building Kthat included the skyway addition. The future building additions and skyway still <br />remain part of the approved Master Plan for the property and are part of the future plans of <br />Boston Scientific; however, the temporary walkway is needed until apermanent solution is <br />determined.Because of the change in the construction timeline, Boston Scientificis requesting <br />an additionalfive (5) year extension on the use of the temporary walkway.If the skywayor <br />other permanent solutionis constructed prior to the five(5) year deadline,the walkway would be <br />required to be removed at that time. <br />There is aCity water main that runs along the west side of Innovation Way. The original <br />agreement states that if the water main needed any maintenance or repair, Guidant(now Boston <br />Scientific)would be required to remove that portion of the walkway as necessary to access the <br />water main. This section of the agreement would remain unchanged. The only amendment to <br />the agreement at this time is the date on which the walkway would need to be removed by. <br />Recommendation <br />Boston Scientific would be requiredto remove the temporary walkwayifthe Agreement to <br />Terminate Use expires. While apermanent connection between these two building would be <br />preferred,the walkway does offer asheltered crossing for Boston Scientific employees. <br />Additionally, the presence of the walkway, and the painted pedestrian crossingconnecting it, <br />funnels the pedestrian access to a single area and provides pedestrian safety from vehicles <br />traveling along Innovation Way. <br />Staff is recommending approval of Planning Case14-007for a five (5) year extension forthe <br />temporary walkway located on the Boston Scientific property subject to the following <br />conditions: <br />1.The Agreement to Terminate Use between the City of Arden Hills and Cardiac <br />Pacemakers Inc.(now known as Boston Scientific)would continue to apply and only <br />the date for the removal of the walkway shall be amendedto reflect the February 1, <br />2019, removal date. <br />2.All previous conditions of approval shall continue to apply. <br />Requested Action <br />Motion to approve Planning Case 14-007for afive (5) year extension forthe use of the <br />temporary walkway between Building 3 and Building 10on the Boston Scientific Campus. <br />City of Arden Hills <br />City Council Meeting for January 27, 2014 <br />P:\Planning\Planning Cases\2014\PC 14-007 -Boston Scientific -Temporary Walkway Extension\Memos_Reports_14-007 <br />Page 2of 3 <br />
