 <br />MEMORANDUM <br />DATE:EDC Agenda Item 4.D <br />November 6, 2013 <br />TO: <br />Economic Development Commission Chair and Commissioners <br />FROM: <br />Jill Hutmacher, Community Development Director <br />SUBJECT: <br />TCAAP Development Project <br />Demolition and RemediationProject <br />Ramsey County received notice that the Minnesota Pollution Control Agency (MPCA) and the <br />Environmental Protection Agency (EPA) have approved the Quality Assurance ProjectPlan <br />which means that below-grade remediation work can begin in the 30 acres that are subject to the <br />lease agreement with the federal government. <br />TCAAP Open House <br />The first open house for the TCAAP Master Planning process was held on September 17, 2013. <br />The purpose of this open house was to provide information about the master planning process, <br />share background information on the redevelopment site including site constraints, and solicit <br />input on site opportunities and issues. Over 80 people were in attendance. <br />The following boards were on display and have been posted on the City’s website: <br />Goals and Objectives <br />Project timeline and schedule <br />Site context and features <br />Key lessons from developer panel/developer interviews <br />Transportation and access <br />Environmental features <br />Topography and elevations <br />Parks, trails, and open space <br />Attendees were asked to comment on residential and commercial building types, open space <br />types, and neighborhood patterns.
