Photos were taken of each completed exercise and projected onto a screen in <br />the room. <br />Comments received at the open house largely addressed the following themes: <br />Emphasize trails and provide multi-modal connectivity <br />Limit the amount of development to preserve the natural environment <br />Create regional destination in the form of shopping centers or community attractions and <br />amenities <br />Place non-residential uses on the west and residential on the east part of the site <br />Focus on small and local businesses <br />Incorporate indoor and outdoor sporting/recreation facilities <br />Provide lifecycle housing opportunities (young singles, families, retirees) <br />Find a way to incorporate alternative energy production <br />Make sure there is ample green space and active space <br />Make provisions for transit service. <br />In an effort to increase involvement of businesses and young professionals in the master planning <br />process, staff is working with the St. Paul Chamber of Commerce to schedule a master planning <br />event at Land O’Lakes in early November. The event will be very similar, in terms of <br />information presented and the land use exercise, to the September 17, 2013, TCAAP open house. <br />Depending on the outcome of the Land O’Lakes event, additional on-site master planning <br />activities may be scheduled at major local employers in winter/spring 2014. <br />Alternative Urban Areawide Review (AUAR) <br />An Alternative Urban Areawide Review (AUAR)is a form of environmental documentation <br />through Minnesota State Rules that evaluates development scenarios for an entire geographical <br />area rather than a specific project. An AUAR process is formally initiated by Responsible <br />Governmental Unit (RGU) order, which establishes the study area and scenarios to be addressed, <br />and officially starts the AUAR process.The City of Arden Hills is the RGU for the TCAAP <br />Development. <br />Input from public and stakeholder engagement activities, discussions with the City Council and <br />JDA, and findings of technical analysis have been reviewed by the consultant team along with <br />City and County staff. This information has been utilized to develop two scenarios for evaluation <br />in the AUAR. <br />The AUAR mustinclude a scenario that is consistent with the existing comprehensive plan. <br />Because the existing TCAAP zoning offers more detail than the comprehensive plan, using <br />zoning regulations is an acceptable alternative. <br />It is also in the best interest of the City to include a scenario which covers the “worst case” <br />possible impactssince the AUAR loses its validity if actual development –in total or in any <br />City of Arden Hills <br />Economic Development Commission November 6, 2013 <br />23 <br />Page of <br />
