<br />Attachment A <br />CONSENT ITEM <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: December 9, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: County Road E (B-2 District) Feasibility Report <br /> <br /> <br />Requested Action <br /> <br />Adopt Resolution 2013-043 Receiving the Feasibility Report and authorizing the Preparation of <br />Plans and Specifications in the matter of the County Road E (B-2 District) Improvements. <br /> <br />Background/Discussion <br /> <br />This project has a long history. In 2008 the City Council prepared a Guiding Plan for the B-2 <br />District with input from several of the business owners. In 2011 the Council hired Bolton and <br />Menk to prepare an Implementation Plan for the B-2 District based on the findings in the <br />Guiding Plan. The Implementation Plan was prepared over about an 18 month period which <br />included three meetings with the Corridor Advisory Committee (CAC), numerous meetings with <br />individual business owners and a few discussions at Council Work Sessions. <br /> <br />In December 2012 the Council accepted the final Implementation Plan and adopted Resolution <br />2013-054 Ordering the Preparation of a Feasibility Report for County Road E (B-2 District) and <br />authorized Bolton and Menk to proceed with this work. The Feasibility Report was a refinement <br />of the Phase 1 improvements discussed in the Implementation Plan and included a topographic <br />survey of the corridor. During the process several meetings were held with Ramsey County staff <br />concerning the proposed improvements and in September a written commitment was received <br />from Ramsey County to fund their portion of the improvements according to their Cost <br />Participation Policy. There were also two presentations at Council Work Sessions - June 10, <br />2013, to discuss the refined layout for Phase 1 improvements and October 14, 2013, to discuss <br />cost and assessment scenarios.
