<br />1.1.PROJECT OVERVIEW <br />This report examines proposed improvements to the County Road E corridor generally between the <br />northbound Trunk Highway 51 (Snelling Avenue) ramps and County State Aid Highway (CSAH) 51 <br />Figure 1 <br />(Lexington Avenue). The project location is depicted on . The primary elements of the <br />proposed work, which are discussed in greater detail in Section 3.0 of this report include the following: <br />Pavement seal coating <br />· <br />Roadway restriping <br />· <br />Median reconstruction <br />· <br />Geometric improvements <br />· <br />New sidewalk construction <br />· <br />ADA improvements (pedestrian ramps) <br />· <br />Traffic signal upgrades <br />· <br />Lighting and landscaping <br />· <br />1.2.BACKGROUND <br />The City of Arden Hills commissioned a study and plan, completed in October of 2008, entitled <br /> (“”). County Road E is the central roadway through <br />Guiding Plan for the B-2 DistrictGuiding Plan <br />the B-2 District, which is bounded by TH 51 to the west, Canadian Pacific railroad tracks to the north, <br />Lexington Avenue to the east, and the east-west Harriet Avenue alignment to the south. An element of <br />the was to create a vision for the County Road E corridor which included transportation <br />Guiding Plan <br />(motorized and non-motorized), aesthetic, and general redevelopment recommendations. <br />In 2012, A process was initiated. Ramsey County <br />County Road E (B-2 District) Implementation Plan <br />was a study partner, and the process included extensive local stakeholder engagement. Wide-ranging <br />transportation alternatives were studied and discussed. Aesthetic and non-motorized improvements <br />were also addressed. The recommendations that came out of this process advance the baseline goals of <br />the , but at a reduced initial scale, using a more flexible and incremental approach <br />Guiding Plan <br />supported by local stakeholders The baseline project goals are to: <br />. <br />Better balance the mobility and access functions of the roadway <br />· <br />Better accommodate non-motorized travelers <br />· <br />Improve corridor aesthetics <br />· <br />Based on the recommendations of the (December, <br />County Road E (B-2 District) Implementation Plan <br />2012), the Arden Hills City Council adopted a Preferred Alternative for improvements to the corridor, <br />and directed Bolton & Menk to proceed with an engineering feasibility study.
