<br />2.1.COUNTY ROAD E ROADWAY <br />County Road E is a 5-lane “B” Minor Arterial Roadway under the jurisdiction of Ramsey County. <br />Based on MnDOT data, it currently carries over 14,000 vehicles per day. Pavement conditions are <br />generally good, and major maintenance is not required. Spot sections of concrete curb and driveway <br />aprons have deteriorated and require replacement. <br />The roadway has various characteristics which negatively impact operational and safety conditions for <br />vehicular travel (please note that non-motorized conditions are addressed under section 2.3, below). In <br />spite of the fact that it is an arterial roadway, full access is provided to all adjacent properties, with <br />some of these properties having multiple driveway entrances. In addition, the center left turn lane is <br />20’ wide, much wider than the standard for this type of lane. The combination of unrestricted access, <br />an excessively wide center turn lane, and high traffic volumes (particularly during peak travel times) <br />creates a large number of traffic conflict points and often leads to driver confusion and uncertain <br />decision making. Left turns out of adjacent parcels onto County Road E during peak travel times are <br />particularly challenging. <br />A more specific existing traffic deficiency involves the County Road E/Lexington Avenue intersection. <br />During peak travel times, there is insufficient storage capacity for eastbound travelers turning left onto <br />Lexington Avenue. This leads excessive traffic queuing and delay. <br />There currently also is excessive queuing and delay on the westbound approach to the County Road E <br />intersection with the northbound TH 51 freeway ramps during peak travel times. This is primarily due <br />to the fact that the County Road E bridge over TH 51 is too narrow (2 lanes) for the volume of traffic it <br />carries. This deficiency is beyond the City’s authority and responsibility to address. MnDOT is <br />planning to replace this bridge with an expanded facility in 2015 which will mitigate the existing <br />westbound queues and delays at TH 51. <br />2.2.CONNELLY STREET <br />The curvature of Connelly Street and the location of existing driveways between Arden Bowl and Pot- <br />O-Gold Bingo are not well delineated, resulting in driver confusion and thus negatively impacting <br />safety conditions. <br />2.3.SIDEWALKS <br />There currently is a continuous 6’ to 8’ concrete sidewalk along the south side of the County Rd E <br />between the northbound TH 51 ramp intersection and Lexington Avenue. While this facility is <br />generally in good condition, there is some need for replacement of cracked, heaved, or otherwise <br />deficient panels. There is also an existing 6’ to 8’ concrete sidewalk on the north side of the corridor <br />between the west leg of Connelly Street and approximately 50’ east of Pine Tree Drive. At Pine Tree <br />Drive, the walk grades are elevated, thus prohibiting the installation of ADA-compliant curb ramps at <br />this intersection. There is no other existing sidewalk between Pine Tree Drive and Lexington Avenue <br />along the north side of County Road E, leaving a gap of over one thousand feet. <br /> <br /> <br /> <br /> <br /> <br />
