Retail Center District. At that time, the facility functioned as the main ambulance base for the
area and deployed crews to three substations. The main AHEMS ambulance base is now located
in Mounds View.

Overview of Request

Ambulance Dispatch Facility
Ambulance dispatch facilities are typically comprised of an office and lounge area for
crewmembers to use between calls as well as an interior garage area for ambulances and
associated equipment. The closest comparison to this use
categories would be office and warehousing. Office uses are permitted as a principal use in the
B-2 District and warehousing is allowed as an accessory use. These types of facilities provide a
public service as well and in that sense could be treated as a quasi-public use. Public uses are
allowed with a conditional use permit in the B-2 District.

Since the proposed use does not fall under any of the existing land use categories, and because
the City previously processed an interim use permit for this type of use in the B-4 District, the
City Attorney advised staff to amend the Zoning Code to include a new land use definition that
could be applied to an ambulance substation.

Staff has developed the following definition for the proposed ambulance dispatch facility use:

A base facility that accommodates ambulances and associated staff that respond to
requests for emergency vehicles.

B-2 General Business District
The applicant has requested that ambulance dispatch facility be added as a conditional use in the
B-2 General Business District. The B-2 District is comprised of those properties in the area
bound by Lexington Avenue on the east, Snelling Avenue on the west, the Minneapolis-St. Paul
and Sault Ste. Marie Railroad on the north, and approximately Harriet Avenue on the south.
Attachment B includes a map showing the boundaries of this zoning district.

Section 1320.04 Subd. 7 of the Zoning Ordinance states that the purpose of the B-2 District is as
follows:

1.To be a place in which people can live, work and play.

2.To create a compact, architecturally diverse, pedestrian-and bicycle-friendly community
with a distinct identity.

3.To provide a connected sidewalk system and places for people to gather and socialize.

4.To implement design standards to promote an attractive environment with lasting and
sustainable value.
______________________________________________________________________________
City of Arden Hills
Planning Commission Meeting for February 5, 2014
P:\Planning\Planning Cases\2014\PC 14-004 - Zoning Code Amendment - Ambulance Dispatch
Facility\Memos_14-004

25
Page of
