<br />5.To group compatible retail and service business uses that tend to draw trade that is <br />naturally interchangeable and promotes business prosperity. <br /> <br />6.To provide an adequate supply of business and professional service areas to meet the <br />needs of residents. <br /> <br />7.To minimize the effects of traffic congestion, noise, odor, glare and similar safety <br />problems. <br /> <br />8. <br />adopted by the City Council on October 27, 2008. <br /> <br /> <br />Discussion <br /> <br /> <br />The City does not have specific criteria for evaluating proposed Zoning Code amendments. <br />However, the following questions should be considered when reviewing the proposal: <br /> <br /> <br />1.Would the proposed use be compatible with the other uses in the B-2 District? <br /> <br />2.Would the proposed use be consistent with the purpose of the B-2 District? <br /> <br />As discussed previously, the proposed ambulance dispatch facility land use is comparable to <br />office, warehousing, and public uses, which are allowed as either permitted or conditional uses in <br />the B-2 District. The use would be generally compatible with the mixture of retail, office, civic, <br />and residential uses that are permitted in the district. Staff is recommending that ambulance <br />dispatch facilities be listed as a conditional rather than permitted use in the B-2 District because <br />issues inherent in the use, such as noise and traffic, may warrant the imposition of conditions <br />through a Conditional Use Permit. <br /> <br />One of the purposes of the B-2 District is to provide an adequate supply of business and <br />professional services, including emergency medical services, to meet the needs of residents. Part <br />of the long-term vision for the district is a place where people work, live, and play. As the area <br />develops and attracts larger daytime populations, allowing ambulance services to operate in the <br />district will allow for rapid emergency response to residents throughout the community. <br /> <br />In order to ensure ambulance providers are able to respond to calls from residents in a timely <br />manner, it is important for the City to designate areas that can accommodate these uses.
