AGENDA ITEM 1B <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: February 18, 2014 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Matthew Bachler, Associate Planner <br /> <br />SUBJECT: Parks and Open Space District and Conservation District Proposed Rezoning <br /> <br /> <br />Requested Action <br /> <br />Review the proposed list of properties to be rezoned as Parks and Open Space District or <br />Conservation District and provide staff with further direction. <br /> <br />Background <br /> <br />On November 25, 2013, the City Council approved Ordinance 2013-010 and Ordinance 2013- <br />011, which established a new Parks and Open Space District and Conservation District in the <br />City Zoning Code. Since then, staff has begun the process of evaluating parcels within the City <br />that should be rezoned as Parks and Open Space District or Conservation District based on the <br />stated purpose of these two zoning classifications. <br /> <br />The primary purpose of the Parks and Open Space District is to establish land use regulations <br />that support the parks and open spaces managed by Arden Hills and Ramsey County. In addition, <br />protecting land for recreational and open space uses helps to address public health, promote <br />environmental stewardship, and protect natural resources. Currently, most City and County parks <br />are zoned residential. <br /> <br />The Conservation District was designed to be applied to the Arden Hills Army Training Site <br />(AHATS). While the property is now under federal ownership and being leased to the Minnesota <br />National Guard for training purposes, the City recognized that portions of AHATS could be sold <br />to private parties in the future and developed based on the underlying zoning classification. A <br />majority of the site is now zoned R-1 single-family residential.
