Conservation District is to ensure that any future development on AHATS maintains a <br /> <br />sustainable level of public expenditures for utilities and services. <br /> <br />Discussion <br /> <br />Staff has developed a list of 38 parcels in the City that may be appropriate for rezoning as Parks <br />and Open Space (Attachment A). Of these parcels, 28 are owned by the City of Arden Hills. <br />Twenty (20) are currently used as active parkland and five (5) . <br />An additional three (3) parcels owned by the City provide open space areas, but are not formally <br />parlocated at 1750 Parkshore Drive on the <br />southern end of Round Lake, 3772 Brighton Way east of New Brighton Avenue and adjacent to <br />and where the City recently installed a gateway sign. The remaining ten (10) parcels are owned <br />by the Ramsey County Parks and Recreation Department and are all included in the County park <br />system. The spreadsheet included in Attachment A lists the address, ownership, acreage, and <br />current use for the 38 parcels. <br /> <br />A total of eight (8) separate parcels comprise the Arden Hills Army Training Site. Staff has <br />identified these parcels as being appropriate for rezoning as Conservation District (Attachment <br />C). In 1999, the City amended the Zoning Code to include a new Civic Center District located <br />along the north side of Highway 96, between Snelling and Lexington Avenue. When the zoning <br />map was amended, the Civic Center classification was extended beyond the property boundaries <br />for Arden Hills City Hall and the Ramsey County Public Works Department to partially include <br />a portion of one of the AHATS parcels. Staff is requesting direction from the Council on whether <br />this parcel should be rezoned entirely as Conservation, or whether the portion currently zoned <br />Civic Center should remain unchanged. <br /> <br />Next Steps <br /> <br />Based on the conversation with the City Council, staff will finalize the list of proposed parcels to <br />be rezoned Parks and Open Space District or Conservation District. This case is currently <br />scheduled to be reviewed by the Planning Commission at their meeting on March 5, 2014.
