Since the property at 1209 County Road E is located adjacent to the E Street Flats residential apartment building, the use of emergency sirens during nighttime hours in particular was also discussed. AHEMS made a recommendation to the Planning Commission on the wording of a condition of approval that would help address this concern. The condition would require ambulances to use discretion when using emergency lights and sirens between the hours of 10:00 p.m. and 6:00 a.m., but would still require drivers to comply with applicable Minnesota statutes relating to the operation of an authorized emergency vehicle. This condition is included in the conditions of approval recommended for this case by the Planning Commission. Findings of Fact The Planning Commission reviewed Planning Case 14-005 on February 5, 2014 and offers the following eleven (11) findings for your consideration: 1.The property at 1209 County Road E is located in the B-2 General Business District. 2.Assuming that the proposed Zoning Code Amendment in Planning Case 14-004 is approved, a Conditional Use Permit would be required for an ambulance substation in the B-2 District. 3.Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists criteria for evaluating a Conditional Use Permit. 4.The proposal will have limited impacts on existing and anticipated traffic conditions. 5.The proposal will have limited impacts on noise. 6.The proposal will not affect glare, odors, vibration, smoke, dust, air pollution, heat, liquid and solid waste on the property. 7.The proposal will not affect drainage on the property. 8.The proposal will not affect the population density on the property. 9.The proposal is unlikely to significantly affect land values on the subject property or on neighboring properties. 10.The park dedication requirement does not apply in this case. 11.Where the proposed use is expected to impact the health, safety, convenience and general welfare of the owners and occupants of the surrounding land, conditions may be placed on a Conditional Use Permit to mitigate such impacts. Public Comments Staff has received one phone call regarding the location of the proposed ambulance dispatch facility.
