Since the property at 1209 County Road E is located adjacent to the E Street Flats residential <br />apartment building, the use of emergency sirens during nighttime hours in particular was also <br />discussed. AHEMS made a recommendation to the Planning Commission on the wording of a <br />condition of approval that would help address this concern. The condition would require <br />ambulances to use discretion when using emergency lights and sirens between the hours of 10:00 <br />p.m. and 6:00 a.m., but would still require drivers to comply with applicable Minnesota statutes <br />relating to the operation of an authorized emergency vehicle. This condition is included in the <br />conditions of approval recommended for this case by the Planning Commission. <br /> <br /> <br />Findings of Fact <br /> <br /> <br />The Planning Commission reviewed Planning Case 14-005 on February 5, 2014 and offers the <br />following eleven (11) findings for your consideration: <br /> <br /> <br />1.The property at 1209 County Road E is located in the B-2 General Business District. <br /> <br />2.Assuming that the proposed Zoning Code Amendment in Planning Case 14-004 is approved, <br />a Conditional Use Permit would be required for an ambulance substation in the B-2 District. <br /> <br />3.Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists criteria for evaluating a <br />Conditional Use Permit. <br /> <br />4.The proposal will have limited impacts on existing and anticipated traffic conditions. <br /> <br />5.The proposal will have limited impacts on noise. <br /> <br />6.The proposal will not affect glare, odors, vibration, smoke, dust, air pollution, heat, liquid <br />and solid waste on the property. <br /> <br />7.The proposal will not affect drainage on the property. <br /> <br />8.The proposal will not affect the population density on the property. <br /> <br />9.The proposal is unlikely to significantly affect land values on the subject property or on <br />neighboring properties. <br /> <br />10.The park dedication requirement does not apply in this case. <br /> <br />11.Where the proposed use is expected to impact the health, safety, convenience and general <br />welfare of the owners and occupants of the surrounding land, conditions may be placed on a <br />Conditional Use Permit to mitigate such impacts. <br /> <br /> <br />Public Comments <br /> <br /> <br />Staff has received one phone call regarding the location of the proposed ambulance dispatch <br />facility. <br /> <br /> <br />Recommendation <br /> <br />The Planning Commission reviewed this request at their meeting on February 5, 2014, and <br />unanimously recommended approval of Planning Case 14-005 for a Conditional Use Permit at <br />______________________________________________________________________________ <br />City of Arden Hills <br />City Council Meeting for February 24, 2014 <br />P:\Planning\Planning Cases\2014\PC 14-005 - Allina Health - CUP Ambulance Dispatch Facility\Memos_14-005 <br /> <br />46 <br />Page of <br />
