Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The City Council should consider the effect of the proposed use upon <br />the health, safety, convenience and general welfare of the owners and occupants of the <br />surrounding land, in particular, and the community as a whole, in general, including but not <br />limited to the following factors: <br /> <br /> <br />1.Existing and anticipated traffic and parking conditions <br /> <br />2.Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, <br />and other nuisance characteristics <br /> <br />3.Drainage <br /> <br />4.Population density <br /> <br />5.Visual and land use compatibility with uses and structures on surrounding land <br /> <br />6.Adjoining land values <br /> <br />7.Park dedications where applicable <br /> <br />8.Orderly development of the neighborhood and the City within the general purpose <br />and intent of the Zoning Code and the Comprehensive Development Plan for the City. <br /> <br /> <br />Discussion <br /> <br />The Planning Commission reviewed Planning Case 14-008 at their meeting on February 5, 2014, <br />and discussed the following issues related to the Conditional Use Permit application: <br /> <br />Odors and Solid Waste <br />As discussed previously, Ramsey County plans to address odors generated by the organic waste <br />by requiring that all materials are properly bagged and stored in a secure and covered container. <br />However, several Planning Commission members expressed concerns about the potential impact <br />of odors on surrounding residential areas and walking trails as well as the possibility of the site <br />attracting wildlife, in particular coyotes. <br /> <br />In addition, the Planning Commission raised the current issue of residents leaving bags of yard <br />waste outside of the gate to the site when the facility is closed and how this would become a <br />greater concern if food waste started to be dumped. Representatives of Ramsey County were in <br />attendance at the meeting and reported that employees are required to promptly clear these bags <br /> are posted on the property. <br /> <br />The Planning Commission discussed how the monitoring of the site could be improved. They <br />recommended that the City Council consider a condition that would require Ramsey County to <br />install a surveillance system at the property. <br /> <br /> <br />Time Limits <br />The Planning Commission directed staff to review with the City Attorney whether a time limit <br />could be put on the requested Conditional Use Permit.
