Recommendation <br /> <br />The Planning Commission reviewed this request at their meeting on February 5, 2014, and <br />unanimously recommended approval of Planning Case 14-008 for a Conditional Use Permit at <br />1761 Lake Johanna Boulevard for a yard waste and Source Separated Organics (SSO) collection <br />area based on the submitted plans and findings of fact. The Planning Commission recommends <br />the following three (3) conditions to be included with the approval: <br /> <br /> <br />1.The project shall be completed in accordance with the plans submitted as amended by the <br />conditions of approval. Any significant changes to these plans, as determined by the City <br />Planner, shall require review and approval by the Planning Commission and City <br />Council. <br /> <br />2.The yard waste and source separated organics collection areas shall be fully contained on <br />the existing 1.5 acre yard waste site in Tony Schmidt Regional Park. <br /> <br />3.Source Separated Organics shall be properly bagged and collected in covered containers <br />that are emptied on a regular or as-needed basis. <br /> <br /> <br />Requested Action <br /> <br />Motion to approve Planning Case 14-008 for a Conditional Use Permit to allow St. Paul-Ramsey <br />County Public Health Department to operate a yard waste and Source Separated Organics (SSO) <br />collection area at the existing yard waste collection site located at 1761 Lake Johanna Boulevard, <br />based on the findings of fact and submitted plans, as amended by the three (3) conditions in the <br /> <br />February 24, 2014, Report to the City Council. <br /> <br /> <br />Options <br /> <br /> <br />1.Approve the proposal as submitted. <br /> <br />2.Approve the proposal with conditions (Recommended Action). <br /> <br />3.Approve an Interim Use Permit for the Source Separated Organics collection service and <br />a Conditional Use Permit for the existing yard waste collection site. <br /> <br />4.Approve a Conditional Use Permit only for the existing yard waste collection site. <br /> <br />5.Deny the application with reasons for denial.
