ARDEN HILLS CITY COUNCIL JANUARY 13, 201414 <br /> <br />Judd Brasch <br />, RSP Architects, explained that Boston Scientific was proposing to place <br />mechanical equipment in a building, and this will generate some noise. However, it is his opinion <br />that the noise heard by adjacent property owners was coming from the existing rooftop units on <br />Building 14. He explained that an air plenum would be used to reduce noise levels generated by <br />the new equipment in the mechanical space. <br /> <br />Councilmember Holden <br /> asked if the noise on the rooftop units could be mitigated. <br /> <br />Mr. Brasch <br /> commented that noise mitigation efforts have been taken by Boston Scientific to <br />reduce the noise levels coming from the rooftop units. <br /> <br />Councilmember McClung <br /> questioned if the noise levels on the Boston Scientific Campus are <br />currently within MPCA standards. <br /> <br />Mr. Brasch <br />stated that this is the case. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Werner seconded a <br />motion to approve Planning Case #13-021 for a Planned Unit Development <br />Amendment and Site Plan Review at 4100 Hamline Avenue North, based on <br />the findings of fact and submitted plans, as amended by the five (5) conditions <br />in the January 13, 2014, report to the City Council. <br /> <br />Councilmember Holden <br /> proposed an amendment requiring the applicant to plant four trees along <br />the property line. <br /> <br />AMENDMENT: Councilmember Holden moved and Councilmember McClung <br />seconded an amendment adding Condition 6 requiring the applicant to <br />plant four spruce trees along the property line. <br /> <br />Councilmember McClung <br /> commented that the applicant was in agreement with the amendment. <br /> <br />The amendment carried (5-0). <br /> <br />Councilmember Holden <br /> discussed Condition 5 and questioned how staff would be able to <br />determine where noise levels were coming from. She suggested the City further regulate the noise <br />levels on this property through the PUD. <br /> <br />Mayor Grant <br /> stated that this was a good point. However, if MPCA noise levels are being <br />exceeded, Building 14 is likely the reason. <br /> <br />Associate Planner Bachler <br /> explained that noise levels are regulated by the MPCA and not the <br />City. <br /> <br />Councilmember Holden <br />recommended Condition 5 be amended to strike the reference to <br />Building 14 and replace it with the Boston Scientific campus. <br /> <br />
