ARDEN HILLS CITY COUNCIL—JANUARY 13, 2014 12 <br /> company will be purchasing new air compressors and vacuum pumps that produce lower levels of <br /> noise than the equipment currently being used in Building 14. Equipment in the new mechanical <br /> room will also be placed on vibration reducing pads. Design measures included in the <br /> construction of the addition will help reduce ambient noise levels. The building walls will be <br /> comprised of dense, sound-blocking concrete and sound absorptive duct lining will be used at all <br /> ventilation openings to the exterior. Finally, Boston Scientific will perform a noise test following <br /> the installation of the new equipment to verify acceptable noise levels. <br /> Associate Planner Bachler indicated that the Zoning Code requires screening to be provided <br /> where any business or industrial use is adjacent to a residential zoning district. An existing stand <br /> of mature coniferous and deciduous trees between Building 14 and Boston Scientific's northwest <br /> property line satisfies this requirement. A 45 foot wide trail corridor located between the boundary <br /> of the Boston Scientific campus and the adjacent residential lots provides an additional <br /> landscaped buffer. <br /> Associate Planner Bachler reported two spruce trees would be planted as part of this proposal <br /> and would be sited in the vicinity of the addition to provide additional screening along the <br /> northwest property line. The landscape plan indicates the proposed location of these trees. Boston <br /> Scientific is planning to discuss the placement of the trees with an adjacent property owner who <br /> was in attendance at the Planning Commission meeting on December 4, 2013. <br /> Associate Planner Bachler provided the findings of fact for review: <br /> 1. A Master PUD was approved for 4100 Hamline Avenue North in Planning Case #02-025. <br /> 2. The proposed 1,310 square foot addition to Building 14 was not included in the approved <br /> Master PUD and an amendment to the PUD is therefore required. <br /> 3. The Master PUD requires that a Site Plan Review be applied for prior to the construction <br /> of any building or addition. <br /> 4. The property is located in the 1-1: Limited Industrial District. <br /> 5. The proposal is in substantial conformance with the zoning and design standard <br /> requirements for the I-1: Limited Industrial District. <br /> 6. The applicant has provided a Parking Calculation Plan that shows adequate "Proof of <br /> Parking" spaces in the event that additional parking is needed. <br /> 7. The proposal is not expected to exceed noise limits set by the Minnesota Pollution Control <br /> Agency. <br /> 8. The proposal will not adversely impact the surrounding neighborhood or the City as a <br /> whole. <br /> Associate Planner Bachler stated that the Planning Commission reviewed Planning Case 13-021 <br /> and unanimously recommends approval (5-0) for a Planned Unit Development Amendment and <br /> Site Plan Review at 4100 Hamline Avenue North, based on the findings of fact and submitted <br /> plans as presented in the January 13, 2014, report to the City Council, as amended by the <br /> following five (5) conditions: <br />
