ARDEN HILLS CITY COUNCIL—JANUARY 13, 2014 5 <br /> Parks and Recreation Manager Olson stated that the Metropolitan Council and the <br /> Transportation Advisory Board (TAB) have released the 2017 regional solicitation for federal <br /> transportation funds authorized through the most recent Federal transportation funding act, <br /> Moving Ahead for Progress in the 21st Century (MAP-21), that was signed into law in July of <br /> 2012. The Transportation Alternatives program (TAP) builds upon the legacy of what was <br /> formerly the Transportation Enhancement Program (TE) by funding community-based projects <br /> that expand travel choices and improve the transportation experience by improving the cultural, <br /> historic and environmental aspects of our transportation infrastructure. In 2011, the City of Arden <br /> Hills and Ramsey County Parks and Recreation applied for funding in the TE category for an off <br /> street shared use trail along County Road E and Lake Johanna Boulevard from Tony Schmidt <br /> Regional Park to the County Road 51 bridge. The City was unsuccessful in obtaining funding. <br /> Parks and Recreation Manager Olson explained that staff has been preparing a TAP application <br /> for an off street shared use trail on Old Highway 10 from Lake Valentine Road (Valentine Park)to <br /> County Road E and on County Road E from Old Highway 10 to the Highway 51 bridge <br /> (scheduled for reconstruction in 2015). A map of the project is attached for Council review. Staff <br /> believes that the public/private partnership with Bethel University, in combination with Ramsey <br /> County's support and financial contribution, makes for a strong TAP application to expand the <br /> trail project northward to Valentine Park. The deadline for this application is January 31, 2014. If <br /> the Council supports this application, a resolution of support is required. <br /> Parks and Recreation Manager Olson indicated that the maximum award available for each <br /> project is $1,000,000. The TAB reserves the right to partially fund any project. The local <br /> (nonfederal) match in funding for any project must be at least twenty percent (20%) of the total <br /> project cost. Project construction and materials, right-of-way and land acquisition are all eligible <br /> costs. Engineering, study completion and design are NOT eligible for reimbursement. Projects <br /> selected from this solicitation will be programmed in fiscal year 2017; July 1, 2016, to June 30, <br /> 2017. <br /> Parks and Recreation Manager Olson reported that the preliminary estimate for this project is a <br /> total project cost of $2,017,522.50 and includes engineering. The table below breaks down the <br /> total project costs: <br /> Construction Cost Breakdown <br /> Federal Match $ 700,000.00 <br /> City/County/Bethel Match $ 846,767.25 <br /> Total $ 1,546,767.25 <br /> The following table lists the local project costs after the federal match has been applied: <br /> Local Project Costs- after federal match <br /> Construction Costs $ 645,015.00 <br /> Contingencies (15%) $ 201,752.25 <br /> Engineering (35%) $ 470,755.25 <br /> Total Costs $ 1,317,522.50 <br />
