ARDEN HILLS CITY COUNCIL—JANUARY 13, 2014 9
based on the findings of fact and the submitted plans as presented in the January 13, 2014, report
to the City Council, as amended by the following four(4) conditions:
1. That the project shall be completed in accordance with the plans submitted, as amended by
the conditions of approval. Any significant changes to these plans, as determined by the
City Planner, shall require review and approval by the Planning Commission and City
Council.
2. That the new structure shall not encroach any further into the front yard setback than that
of the existing structure.
3. That the new structure shall not exceed the height of the existing structure, which is based
on the vertical distance from grade plane to the average height of the highest roof surface
as defined by the building code.
4. That the color and roof material of the detached garage shall match or complement the
existing primary residential structure, and shall conform to all other requirements in the R-
2 Zoning District.
Mayor Grant thanked City Planner Streff for his presentation and asked for Council comments
and questions.
Councilmember Holden thought that City Code required that siding of an accessory structure be
similar to the residential structure. She questioned why the applicant was proposing to use
fiberboard.
City Planner Streff explained that this was addressed in Condition 4 with language from City
Code, which states that the color and roof material of the detached garage shall match or
complement the existing primary residential structure.
Councilmember Holden asked who made the determination that the proposed siding
complemented the existing structure.
City Planner Streff indicated that the Planning Commission made a recommendation to the City
Council, but the final decision would be determined by the Council.
Mayor Grant asked what purpose the slatted wooden screen served. He questioned how the
proposed building materials complemented the existing home.
City Planner Streff commented that the wood screen would deflect rain and snow from the
stairway. He provided the Council with an example of the proposed wooden screen.
Janneke Schaap, Otagawa-Anschel Design Build, LLC, explained that the slatted wooden screen
would not be louvered. She reported that the wooden screen would direct the rain and snow onto
the adjacent landscaping. She discussed the stucco and wood materials that were used on the
principle structure, noting the colors selected for the garage would nicely complement the home.
Ms. Schaap further reviewed the building materials that would be used for the siding and roof.
Councilmember Holden asked what color the shingles are on the existing home.
