ARDEN HILLS PLANNING COMMISSION February 5, 201416 <br /> <br />Mr. Schiferl <br /> expected that residents participating in the SSO program would be people who are <br />committed to separating organics and would not dump organic materials. <br /> <br />Commissioner Hames <br /> understood the intent of the program, however, she had concerns with the <br />animals that could be attracted to the site, given the close proximity to single-family homes and <br />walking trails. She had mixed feelings about the entire idea as it would adversely impact the <br />homeowners adjacent to the yard waste site. <br /> <br />Vice Chair Thompson <br /> announced that Commissioner Holewa has recused himself from taking <br />action on this matter. She commented she composts on a daily basis and believed in this <br />program. However, she understood the concerns on how this program could impact the <br />neighbors and may attract animals. <br /> <br />Commissioner Bartel <br /> was in favor of requiring the County to monitor the gate and suggested the <br />conditional use permit be reviewed by the City in six or 12 months. <br /> <br />Commissioner Hames <br /> stated that by setting a timeline, this would allow the City to reevaluate <br />the program in six or 12 months. <br /> <br />City Planner Streff <br /> stated that the Commission could add a condition that would require the <br />County to install a surveillance system on the property. In addition, staff could consult with the <br />City Attorney regarding a time limit on the conditional use permit. <br /> <br />Commissioner Hames moved and Commissioner Jones seconded a motion to recommend <br />approval of Planning Case 14-008 for a Conditional Use Permit at 1761 Lake Johanna <br />Boulevard for a Public Use based on the findings of fact and the submitted plans, as <br />amended by the three (3) conditions in the February 5, 2014, report to the Planning <br />Commission, with the additional recommendation that staff review with the City Attorney <br />the ability to put a time limit on this permit and that the City Council consider a condition <br />that would require the applicant to install a surveillance system at the property for <br />monitoring purposes. The motion carried unanimously (4-0) (Holewa abstained). <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />None. <br /> <br />REPORTS <br /> <br /> <br />A.Report from the City Council <br /> <br />Councilmember Holmes <br /> updated the Planning Commission on City Council activities from the <br />January 13, 2014, City Council Meeting including approval (5-0) of Planning Case 14-020 for an <br />accessory structure setback variance at 3324 Lake Johanna Boulevard. The Council also voted to <br />approve (5-0) Planning Case 14-021 for a PUD Amendment and Site Plan Review for a 1,310 <br /> Planning Commission recommended <br />approval of both of these cases at their December 4, 2013, meeting. <br /> <br />
