<br /> <br /> <br /> <br /> <br />Approved: <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />JANUARY 27, 2014 <br />ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br /> <br />Pursuant to due call and notice thereof, Mayor Grant called to order the City Council work <br />session at 9:44 p.m. <br /> <br />Present: <br /> Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, Dave <br />McClung, and Ed Werner <br /> <br />Absent: <br /> None <br /> <br />Also present <br /> : City Administrator Patrick Klaers; Director of Finance and Administrative <br />Services Sue Iverson; Public Works Director Terry Maurer; Community Development <br />Director Jill Hutmacher; and City Clerk Amy Dietl <br /> <br />1. APPROVAL OF AGENDA <br /> <br />The Council accepted the agenda as presented. <br /> <br />2. AGENDA ITEMS <br /> <br /> <br />A. TCAAP Update <br /> <br />City Administrator Klaers <br />stated that the Council recently reviewed the draft Master Plan for <br />TCAAP, which was presented at an open house on January 22, 2014. An item of concern has <br />been the Regional water feature and surface water management plan for the entire site. It was the <br />sooner rather than later in the planning process. He explained <br />that Public Works Director Maurer has been speaking with the County regarding this matter. <br /> <br />Public Works Director Maurer <br />indicated that he has met with Beth Engum of Ramsey County <br />regarding a scope of services that could be used to hire a consultant to work on water resources <br />and wetland issues on the TCAAP site. He reported that the Joint Powers Agreement (JPA) states <br />that these issues are a joint responsibility between the City and the County. <br /> <br />Public Works Director Maurer <br /> explained that this study was anticipated, along with a sanitary <br />and water feasibility report while addressing the financial aspects of installing utilities on the <br />
