The City needs to analyze the expense of these utilities as well as plan how to pay <br />for them. <br /> <br />Councilmember Holmes <br /> asked how Rice Creek would be involved in this project. <br /> <br />Public Works Director Maurer <br /> reported that the City would need a Rice Creek Watershed <br />District permit before any water feature could be built or any wetlands could be filled. He <br />explained that the study would assist the City with providing Rice Creek Watershed District with <br />information on the plans for the TCAAP site that they would need prior to issuance of any permit <br />for construction. <br /> <br />Councilmember Holmes <br /> requested further information on what the City would gain from the <br />proposed study. <br /> <br />Public Works Director Maurer <br /> indicated that the study would determine what the proposed <br />water feature would look like, how much water would be in it and how the City would keep water <br />in the feature. In addition, the cost and maintenance expense for the water feature would be <br />addressed. He stated that the phasing of the water feature would also be addressed. Finally, the <br />study would deal with the wetlands on the site; which could be avoided, which could be filled, <br />and how and where they would be mitigated. <br /> <br />Councilmember Holden <br /> expressed concern with completing a report on something that was <br />simply being proposed within the Master Plan. <br /> <br />Public Works Director Maurer <br /> indicated that a surface water plan needs to be completed for the <br />TCAAP site to ensure that the City is properly managing the storm water prior to site <br />development. <br /> <br />Councilmember McClung <br /> commented that the City has to understand how storm water should <br />flow through the site and what areas will need to be mitigated. He stated that the proposed report <br />would provide the City with this information while also preparing the City to meet Rice Creek <br />requirements. It is his opinion that the water feature is a key component of <br />the Master Plan and he would like additional information on this matter. <br /> <br />Mayor Grant <br /> recommended certain points of interest be brought to the Council as the study is <br />completed. <br /> <br />Public Works Director Maurer <br /> stated that this could be done and explained that the City could <br />take the lea process would be quicker than the <br />County. <br /> <br />The Council indicated support for taking the lead in this process. <br /> <br />City Administrator Klaers <br /> reported that the JDA heard a presentation from Kate Knuth (former <br />member of the Minnesota House of Representatives representing District 50B) regarding <br />developing an energy plan for the TCAAP site. <br /> <br />
