ARDEN HILLS CITY COUNCIL WORK SESSION JANUARY 27, 20142 TCAAP site. The City needs to analyze the expense of these utilities as well as plan how to pay for them. Councilmember Holmes asked how Rice Creek would be involved in this project. Public Works Director Maurer reported that the City would need a Rice Creek Watershed District permit before any water feature could be built or any wetlands could be filled. He explained that the study would assist the City with providing Rice Creek Watershed District with information on the plans for the TCAAP site that they would need prior to issuance of any permit for construction. Councilmember Holmes requested further information on what the City would gain from the proposed study. Public Works Director Maurer indicated that the study would determine what the proposed water feature would look like, how much water would be in it and how the City would keep water in the feature. In addition, the cost and maintenance expense for the water feature would be addressed. He stated that the phasing of the water feature would also be addressed. Finally, the study would deal with the wetlands on the site; which could be avoided, which could be filled, and how and where they would be mitigated. Councilmember Holden expressed concern with completing a report on something that was simply being proposed within the Master Plan. Public Works Director Maurer indicated that a surface water plan needs to be completed for the TCAAP site to ensure that the City is properly managing the storm water prior to site development. Councilmember McClung commented that the City has to understand how storm water should flow through the site and what areas will need to be mitigated. He stated that the proposed report would provide the City with this information while also preparing the City to meet Rice Creek requirements. It is his opinion that the water feature is a key component of the Master Plan and he would like additional information on this matter. Mayor Grant recommended certain points of interest be brought to the Council as the study is completed. Public Works Director Maurer stated that this could be done and explained that the City could take the lea process would be quicker than the County. The Council indicated support for taking the lead in this process. City Administrator Klaers reported that the JDA heard a presentation from Kate Knuth (former member of the Minnesota House of Representatives representing District 50B) regarding developing an energy plan for the TCAAP site.
