ARDEN HILLS CITY COUNCIL WORK SESSION JANUARY 27, 20144 <br /> <br />Councilmember Holmes <br /> stated that residents were interested in learning how the franchise fees <br />would be used by the City City trails and <br />parks, she recommended that this information be passed along to the public at the upcoming <br />hearing. <br /> <br />Mayor Grant <br /> suggested that <br />presentation along with estimates to complete this work. <br /> <br />Councilmember Holmes <br /> added that residents need to be made aware that the City no longer <br />receives park dedication funds which have been used to pay for park and trail improvements. <br /> <br />Councilmember Holden <br /> stated that she wanted to see information presented on the market value <br />of tax exempt properties as compared to the taxable properties. <br /> <br />Director of Finance and Administrative Services Iverson <br /> explained that she has requested this <br />information from Ramsey County. <br /> <br />Councilmember McClung <br /> stated that he would like to see the staff presentation address the tools <br />available to fund City projects as well as the financial impacts of each tool. He noted that <br />franchise fees are one option, but that there are other options. He explained that franchise fees <br /> <br /> <br /> <br />Councilmember Werner <br /> reported that franchise fees would come at a cost to the residents and <br />business owners in Arden Hills. He did not support the proposed franchise fee. <br /> <br />Councilmember Holmes <br /> asked who would be making the franchise fee presentation. <br /> <br />City Administrator Klaers <br /> stated that he would lead the presentation with support from the <br />Director of Finance and Administrative Services Iverson and Public Works Director Maurer. <br /> <br />Councilmember Holden <br /> questioned if the Council would allow for a Q & A time at the hearing. <br /> <br />Mayor Grant <br /> reported that public comments would be taken at the hearing. <br /> <br />ADJOURN <br /> <br />Mayor Grant adjourned the City Council work session at 10:36 p.m. <br /> <br /> <br />__________________________ __________________________ <br />Amy Dietl David Grant <br />City Clerk Mayor <br />
